Job Summary We are looking for a County Administration Contract Manager to join the Partner Relations and Administration Division of the Policy, Communications and Administration Office. The role serves as the Department’s lead program administrator for the Member Case Integrity program and related county administration contracts supporting Medical Assistance programs, SNAP, Adult and Family Cash Assistance Programs, the Colorado Child Care Assistance Program (CCCAP), and other identified public assistance benefit programs. Responsibilities include contract administration, program implementation, project management, stakeholder engagement, analysis, and reporting to support continuous improvement of program performance and operational excellence. Notice: Equipment provisioning and selected onboarding tasks will take place in person at our downtown Denver office on the first day of employment. Key Responsibilities Lead the administration, oversight, and continuous improvement of the Member Case Integrity (MCI) program and related county administration contracts. Serve as the Department’s lead contract administrator for the MCI contract and other assigned contracts, ensuring contractor performance, compliance, procurement, renewals, amendments, and adherence to Department, State Controller, and federal requirements. Manage project planning, implementation, and ongoing operations of the MCI program, including establishing timelines, monitoring progress, identifying risks, and implementing process improvements. Analyze program performance, utilization, quality, and outcome data to identify trends, evaluate effectiveness, and develop recommendations for program, policy, and operational improvements. Lead program design, implementation, and continuous enhancement by coordinating with internal divisions, state agencies, contractors, and external partners. Develop and implement stakeholder engagement and communication strategies to support provider onboarding, program awareness, policy updates, and effective utilization of the MCI program. Build collaborative partnerships with providers, advocacy organizations, state agencies, and other stakeholders. Provide strategic consultation and technical expertise to Department leadership regarding MCI program operations, contract administration, policy development, and operational decision‑making. Prepare executive briefings, legislative reports, fiscal analyses, project documentation, status reports, and responses to information requests. Conduct research, evaluate best practices, monitor emerging requirements, and develop recommendations to improve program performance, operational efficiency, and service delivery. Ensure compliance with procurement, contract management, and program administration requirements through effective oversight and implementation of corrective actions when necessary. Perform special projects, cross‑functional initiatives, and other assignments that support Division priorities, Department objectives, and continuous improvement efforts. Residency Requirement This posting is only open to residents of the State of Colorado at the time of submitting an application. Minimum Qualifications Two pathways to qualify for this position: Option 1: Experience Only Seven (7) years of professional experience in government contract or grant administration, procurement, contract compliance, regulatory compliance, program administration, financial oversight, audit, or performance monitoring of government‑funded programs. Option 2: Education and Experience A combination of related education in public health, business administration, finance, accounting, or a field of study related to the work assignment, and/or relevant experience in administrative and operational support, or an occupation related to the work assigned equal to seven (7) years. Appropriate education will substitute for required experience on a year‑for‑year basis: An associate degree counts as two (2) years of experience. A bachelor’s degree counts as four (4) years of experience. A master’s degree counts as six (6) years of experience. A doctorate or juris doctor degree counts as seven (7) years of experience. Preferred Qualifications Previous relevant professional state experience. Experience administering or overseeing government contracts, grants, or intergovernmental agreements, including procurement, contract monitoring, performance management, compliance, amendments, renewals, and closeout activities. Experience ensuring compliance with federal and state statutes, regulations, grant requirements, procurement standards, and contract management policies, preferably in a public sector environment. Knowledge of Medicaid, SNAP, Adult and Family Cash Assistance Programs, the Colorado Child Care Assistance Program (CCCAP), and other public assistance benefit programs. Experience interpreting and applying federal and state laws, regulations, contracts, administrative rules, and policy guidance related to public assistance or human services programs. Experience managing compliance, performance monitoring, and quality assurance activities for government‑funded programs, including identifying risks, implementing corrective actions, and ensuring accountability. Experience administering federally or state‑funded grant programs, including fiscal oversight, performance reporting, sub‑recipient monitoring, and compliance with grant requirements. Experience analyzing program, operational, financial, or compliance data to identify trends, evaluate program effectiveness, and develop recommendations for continuous improvement. Experience developing and implementing policies, procedures, operational guidance, or business processes that improve compliance, program integrity, and operational efficiency. Demonstrated ability to build collaborative partnerships and engage stakeholders, including state agencies, county governments, contractors, providers, advocacy organizations, and executive leadership. Experience preparing executive briefings, legislative reports, fiscal analyses, compliance reports, and other written communications for leadership and external stakeholders. Strong project management skills, including developing implementation plans, managing competing priorities, coordinating cross‑functional teams, mitigating risks, and ensuring timely completion of deliverables. Experience working within Colorado state government, county human services, Medicaid administration, or other public sector organizations administering federally or state‑funded benefit programs is strongly preferred. Skills to Support Success Strong analytical and critical thinking skills with the ability to assess data, evaluate program performance, identify risks, develop solutions, and make sound decisions. Excellent relationship‑building, collaboration, facilitation, negotiation, and stakeholder engagement skills. Strong written and verbal communication skills, including report writing, executive briefings, presentations, technical writing, training, and technical assistance. Ability to influence without formal authority, exercise independent judgment, manage competing priorities, and drive results in a complex government environment. Knowledge of Medicaid, SNAP, Adult and Family Cash Assistance Programs, CCCAP, and other public assistance benefit programs. Proficiency with Microsoft Office Suite, data reporting and analysis tools, project management applications, and document management systems. Definition of Professional Experience Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application to improve data, materials, equipment, applications, and methods. Work Environment Hybrid work environment with some in‑office work and remote work opportunities in accordance with Department policy and business needs. Primarily sedentary work involving extended periods of sitting, working at a computer, and using standard office equipment. Frequent communication with internal and external stakeholders through meetings, presentations, video conferencing, email, and telephone. Occasional travel may be required for meetings, trainings, conferences, and stakeholder engagement activities.
