Investigator 3 - Medford Child Advocacy and Protection Division
The Oregon Department of Justice (DOJ) – Child Advocacy and Protection Division is seeking an experienced and dynamic Investigator 3 interested in joining our team in our Medford location.
In alignment with the Oregon Department of Justice's mission to serve state government and support safe and healthy communities throughout Oregon by providing essential justice services, the Child Advocacy and Protection Division (CAPD) provides quality and timely legal advice and effective court representation to the Oregon Department of Human Services Child Welfare Division (ODHS) in order to protect children from abuse and neglect and to support families, allowing children to grow up in safe and stable environments.
In this role, you will have the opportunity to work on a team to conduct a wide variety of investigations on legal cases assigned to CAPD involving child abuse and neglect. This position works closely with Assistant Attorneys General (AAGs) to assist in the legal representation of the Oregon Department of Human Services, Child Welfare. CAPD Investigators provide top tier support to legal teams through locating subjects for service of process, research, observation of locations and people, and preparing pre-trial witness interviews.
Duties and Responsibilities (in part):
- Service of Process:
- Assist CAPD staff in service of process for various legal documents in both dependency and TPR cases as well as parentage actions under certain circumstances.
- Conduct thorough review and analysis of documents such as computerized data, financial records, medical records, social service records, legal documents, law enforcement records as well as conducting open-source internet research and use database systems to locate individuals or their associates to serve them with required legal pleadings.
- Conduct Investigations:
- Review referrals from CAPD staff for investigative services.
- Review and analyze documents such as computerized data, financial records, medical records, social service records, legal documents, law enforcement records and other materials in the pursuit of evidence for CAPD cases. Coordinate with other law enforcement entities as appropriate.
- Conduct open-source internet research and use database systems to locate individuals, conduct background checks and compile results.
- Identify, locate and interview witnesses.
- Conduct surveillance as requested; use photography and digital sound recording equipment.
- Determine if other professional services (expert witnesses or law enforcement) are necessary and procure that assistance.
- Identify, locate and preserve evidence.
- Prepare an accurate, detailed report of investigative findings.
- Legal/Trial Support:
- Assist attorneys and other CAPD staff in identification of witnesses and exhibits for use as evidence in juvenile court proceedings.
- Testify and be subject to cross examinations in court hearings as necessary.
- Provide transportation and trial support for witnesses as necessary.
- Work closely with DHS caseworkers and staff as our client agency.
- Complete other program related duties and special projects as assigned.

In order to be considered for this position, you must meet ALL the following minimum qualifications:
- Four years of recent (within last ten years) full-time investigative experience which included: 1.) conducting fact finding; 2.) collecting and preserving evidence according to the rules of evidence; 3.) examining records; 4.) locating and interviewing witnesses to verify or disprove claims of suspected law violations; 5.) and writing investigation reports sufficient for use at administrative hearings or in court. Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation. College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.
- Have and be able to maintain an Oregon State driver license, throughout employment; willing and able to travel as needed (i.e., investigations, court dates, meetings, trainings, etc.).

- Experience conducting surveillance.
- Experience in the collection, organization, and analysis of large volumes of information from multiple sources.
- Experience using investigation tools, Internet and computer software to prepare reports, exhibits and graphs.
- Experience writing clear, concise and accurate reports.
- Excellent organizational skills and attention to detail.
- Ability to coordinate, collaborate, and strategize with attorneys and other legal support staff in a fast-paced legal environment.
- Experience interviewing witnesses in a community setting from various social and economic backgrounds.
- Experience working with confidential information and privileged communications.
- Experience testifying in a courtroom setting.
- Demonstrated ability to work independently, with limited supervision.
- The employee must be able to exercise judgment and prioritize work.
- Ability to communicate with people and gather facts, provide information or request information.
- Qualified typing skills and ability to successfully use Microsoft Office Suite.
