** Strategic Sourcing Specialist – Capital Projects (CapEx Procurement)**

** Location: Houston, TX 77024 - (Onsite Monday–Thursday | Remote Fridays)**

** Duration: Long-Term Contract (18+ Months)**

** Pay Rate: $50/hour on W2**

Position Overview

We are seeking an experienced Strategic Sourcing Specialist to support a global Capital Projects (CapEx) sourcing organization. This is an excellent opportunity for procurement professionals with a strong background in strategic sourcing, category management, contract negotiation, and capital project procurement within the Oil & Gas, Petrochemical, Chemical, EPC, or Industrial Manufacturing industries.

This role is not a traditional Buyer position. We are looking for professionals who have developed sourcing strategies, negotiated complex commercial agreements, and partnered with engineering and project teams to execute large capital projects.

Key Responsibilities

• Develop and execute sourcing strategies for capital project procurement.
• Lead RFQ/RFP processes, commercial evaluations, supplier selection, and negotiations.
• Negotiate commercial contracts, pricing, payment terms, and supplier agreements.
• Source engineered equipment and industrial materials supporting major capital projects.
• Collaborate with Engineering, Project Management, Construction, Legal, and Finance teams.
• Perform supplier market analysis, cost analysis, and spend optimization.
• Manage supplier relationships and resolve commercial or performance issues.
• Support implementation of sourcing strategies and commercial agreements.
• Ensure procurement activities align with project schedules, budgets, and corporate procurement policies.
• Utilize SAP and Microsoft Office tools for procurement reporting and purchasing activities.

Preferred Commodity Experience

Experience sourcing one or more of the following is highly preferred:

• Process Equipment
• Pressure Vessels
• Heat Exchangers
• Pumps
• Compressors
• Valves
• Pipe, Fittings & Flanges (PVF)
• Mechanical Equipment
• Electrical Equipment
• Rotating Equipment
• Static Equipment
• Instrumentation
• Engineered Equipment Packages

Required Qualifications

• Bachelor's Degree.
• 5+ years of experience in Strategic Sourcing, Category Management, Capital Procurement, or Project Procurement .
• Experience supporting CapEx projects in Oil & Gas, Petrochemical, Chemical, EPC, Refining, LNG, Pipeline, or Industrial Manufacturing environments.
• Strong experience negotiating commercial contracts, pricing, Terms & Conditions, Master Service Agreements (MSAs), and Master Purchase Agreements (MPAs).
• Demonstrated experience leading sourcing events, supplier negotiations, and commercial bid evaluations.
• Strong analytical, negotiation, and stakeholder management skills.
• Proficiency with Microsoft Excel, Word, and PowerPoint.
• SAP experience is preferred.

Ideal Background

Candidates with experience at EPC firms, engineering companies, or major energy and petrochemical organizations are highly encouraged to apply.

This position requires strategic sourcing and capital project procurement experience . Candidates whose background is limited to purchase order processing, transactional buying, warehouse purchasing, inventory purchasing, logistics procurement, or operational purchasing without strategic sourcing responsibilities will not be considered.
