SUPERVISORY IT SPECIALIST (PLCYPLN)

Summary You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) within NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. Responsibilities You will serve as the Deputy Command Information Officer and principal advisor on information technology programs, systems engineering, and enterprise technology initiatives. You will develop, implement, and oversee IT policies, strategic plans, and technical solutions that support organizational objectives and mission requirements. You will direct and evaluate enterprise IT programs, ensuring systems, resources, and technologies are effectively integrated and aligned with operational goals. You will provide expert technical guidance to senior leadership and stakeholders on complex information technology issues, modernization efforts, and emerging technologies. You will manage workforce resources, budgets, contracts, and program priorities to ensure efficient and effective delivery of information technology services. You will coordinate with internal and external organizations to resolve technical challenges, implement new capabilities, and improve enterprise-wide performance. You will supervise subordinate managers and technical personnel, establishing performance expectations, conducting evaluations, and supporting employee development and accountability. You will represent the organization in meetings, briefings, and conferences with senior government officials, Department of Defense leadership, and other stakeholders regarding information technology programs and initiatives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following: 1) Leading and overseeing complex enterprise information technology programs, including systems engineering, network infrastructure, cybersecurity, system integration, and enterprise resource planning (ERP) solutions in support of organizational missions. 2) Developing IT policies, strategic plans, and technical solutions while providing expert guidance to senior leadership on information technology initiatives, modernization efforts, and resource management. 3) Managing large-scale IT projects and programs, including evaluating technical performance, allocating resources, resolving complex technical issues, and ensuring mission requirements are achieved efficiently and effectively. 4) Coordinating with senior government officials, technical leaders, and stakeholders to implement information technology solutions, improve organizational performance, and support enterprise-wide business operations. 5) Supervising technical and administrative personnel, including establishing performance standards, evaluating employee performance, managing workforce planning, and ensuring effective execution of program objectives.
