Human Resources Specialist 1/Trainee 1/2 - Albany (NY HELPS)

Responsibilities Prepare agency classification requests and supporting justifications for new positions. Conduct position recruitment. Collaborate with program area representatives to find solutions for hard‑to‑recruit titles and/or locations. Prepare and review job postings, posting results, eligible list candidates, and nominated candidates for appointment. Provide guidance and assistance to program staff regarding appointment, promotion, transfer, and status of employees. Handle reclassifications, reallocations, earmark releases, and other classification and compensation matters. Evaluate candidate eligibility for transfer, reinstatements, eligible list and other types of appointments. Participate in examination planning and development activities. Serve as a liaison with control agencies and other organizations as required. Prepare routine correspondence and reports. Assist in resolution of various staffing issues. Conduct out‑of‑title work grievances; participate on special projects as needed. The Personnel Bureau works in a team setting. Qualifications Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment if the applicant meets the following minimum qualifications. NY HELPS Non‑Competitive Minimum Qualifications Human Resources Specialist Trainee 1: Four years of experience performing and supervising various human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation; and employee services (benefits, health and safety, counseling, recognition). Human Resources Specialist Trainee 2: Five years of experience performing and supervising similar human resources activities. Human Resources Specialist 1: Six years of experience performing and supervising similar human resources activities. Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years; master's degree may substitute for five years; J.D. may substitute for six years. The degree must be awarded by an accredited institution recognized by the U.S. Department of Education. If awarded by an institution outside the U.S., independent verification of equivalency is required. NY HELPS Non‑Competitive Minimum Transition Qualifications An employee of New York State with at least one year of permanent, competitive, or 55‑b/55‑c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G‑8 or higher. Only titles listed in the official posting are qualifying. Employees hired under NY HELPS are expected to have their non‑competitive status converted to competitive status in the future. Competitive Minimum Qualifications Appointee must have a valid driver’s license and a vehicle or other means to meet the transportation needs of the position. The position is designated 55b/c; applicants must provide the 55b/c letter and meet the recent examination announcement qualifications. Reassignment, Transfer, and Other Qualifications Current Department of Labor employees only: at least one year of permanent, contingent‑permanent, or 55b/c service in a Human Resources Specialist 1; otherwise must be reachable on the current eligible list for the location. 52.6 Transfer: one year of permanent or contingent‑permanent service as a Grade 11 or higher determined administrative by Civil Service. 70.1 Transfer: one year of permanent or contingent‑permanent service as a Grade 11 or higher determined similar by Civil Service. 70.4 Transfer: one year of permanent or contingent‑permanent service as a Grade 11 or higher and a passing score on a Professional Career Opportunities or Public Administration Traineeship Transition Program. Candidates must not have failed the most recent examination for this title. Preferred Qualifications Ability to initiate and maintain relationships across a diverse set of stakeholders. Customer service experience. Strong organizational skills. Detail‑oriented and accurate. Proficiency in Microsoft Excel. Ability to independently prioritize workload. Ability to work under time constraints and manage shifting priorities. Experience with Human Resource Information System (HRIS). Experience with Human Capital Management (HCM). Processing of HCM transactions. Additional Information The Human Resources Specialist 1 is a two‑year traineeship. Upon satisfactory completion, one would advance to the position of Human Resources Specialist 1 G‑18 without further examination. Position may require occasional altered work schedule or job assignments requiring availability for occasional evenings and/or out‑stationed assignments. Telecommuting is available and can be discussed during the interview. NYS Department of Labor does not participate in E‑Verify and does not sponsor visa applications. Employment is contingent upon maintaining a valid work authorization and necessary documentation to work legally in the United States. Operational requirements and funding may result in unit assignment changes; such changes will not affect title, salary, or location.
