Do you want to make a difference for children and families in California? Join the Office of Child Abuse Prevention as an Analyst II. The candidate will be part of a dynamic team that manages grants and contracts to reduce child maltreatment through innovative prevention, intervention and treatment programs This position will coordinate with other public/private entities that provide services for children and families, including but not limited to non-profit organizations across the state, county child welfare agencies, businesses, and other state and local agencies, to develop and implement a comprehensive statewide child maltreatment prevention approach. Knowledge and/or experience in grant or contract management and procurement, performance measurement, policy and data analysis, public awareness/communications, Americans with Disabilities Act (ADA) document compliance and strong writing skills are highly desirable. Knowledge of child maltreatment prevention programs, and experience in children and family services programs or community-based organizations are strongly preferred. Occasional in-state travel will be required.

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The successful candidate must reside in California upon appointment.

The Office of Child Abuse Prevention Bureau (OCAP) administers federal and state child abuse prevention grants, contracts, and programs designed to promote best practices and innovative approaches to child abuse prevention, intervention and treatment. The OCAP serves as a statewide source of information, developing and disseminating educational materials regarding prevention/early intervention programs, activities, and research.
The Family and Community Support Services Unit develops, implements and monitors grant funded programs and contracts that support the strategies adopted by the OCAP to prevent child abuse and neglect in the state. This includes working with public and private partners at the state and local level to implement public education and awareness campaigns, design programs and services, and evaluate impact. The unit is also responsible for managing all fiscal and technology aspects required by the Office to accomplish strategic objectives. CDSS Guiding Principles

The selected candidate will be subject to fingerprint clearance. This position is subject to fingerprinting clearance by the Department of Justice. Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

- Experience administering and monitoring grant agreements, including application review, award management, compliance monitoring and reporting.
- Knowledge of state contracting processes, procurement requirements and contract management principles.
- Experience developing, implementing, or supporting public awareness, outreach, education or marketing campaigns.
- Ability to analyze complex program, fiscal and operational data and provide recommendations to management.
- Experience interpreting and applying federal and state laws, regulations, policies and procedures related to grants and contracts.
