The Public Information Unit in NYCHA’s Law Department works closely with internal business partners to respond to requests for documents and information from members of the public, the media, litigants, and federal, state, and local agencies. Collaborative research, records review, and factual investigation form the core of the unit’s work. Responsibilities Under general direction with wide latitude for decision making, the Agency Attorney will be reporting to the Chief of Public Information and Chief Records Officer with supervisory responsibilities of two administrative staff members (a Clerical and a Community Associate). Responsibilities include, but are not limited to the following: Provide legal review and advice for the Public Information team as they prepare to produce records in response to Freedom of Information Law (FOIL) requests, subpoenas, investigations, and other inquiries. Perform sophisticated legal research and analysis in the areas of document disclosure, privilege, and records management. Provide legal advice to business units in their collections of data in response to requests, including performing review for privilege, confidentiality, and other legal issues. Develop a deep understanding of complex FOIL matters by reviewing and drafting appeal responses. Communicate with outside parties to address any issues or questions related to third-party subpoenas. Conduct motion practice and attend court hearings as needed to respond to third-party subpoenas. Develop new processes and supervise staff to ensure timely compliance of third-party subpoenas. Note: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings. Candidates must also provide two writing samples representing the candidate’s efforts, not those of a reviewer; three references, listing their professional association and the circumstances under which they became familiar with the candidate’s professional skills; a copy of law school transcript; current and/or minimum salary requirements. Minimum Qualifications Admission to the New York State Bar; and either "2" or "3" below. One year of satisfactory United States legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Interne (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Additional Qualification Details To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. Preferred Skills Strong legal analysis, research, writing, and verbal skills. Strong interpersonal and organizational skills. Comfort speaking on behalf of the Authority with outside requestors. Experience with electronic records management and document production highly desirable. Ability to work independently. Curiosity to learn about a complex organization that supports many New Yorkers.
