Duties

Help

• Utilize authoritative knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems.
• Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
• Manage and maintain full visibility over all Request for Personnel Action (RPAs) from cradle to grave, and provide advice/assistance in all stages of the recruitment process.
• Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria.
• Develop long and short range staffing plans to meet forecasted mission requirements.
• Use non-standard operating practices or highly modified HR work procedures for delivering effective HR services to customers.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience : One year of specialized experience which includes interpreting and analyzing civilian human resources (HR) laws and regulations to provide expert advisory services on complex recruitment and staffing functions for special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, and/or special pay incentives; developing solutions to complex civilian human resources problems/issues; resolving complex pay setting inquires; and using human resources automated systems to create a variety of human resources products such as job analysis, vacancy announcements, referral lists, coding personnel actions, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

• This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. • Direct deposit of pay is required.
• Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

• Salary includes applicable locality pay or Local Market Supplement.
