Under the direction of the Assistant Director of Security and Emergency Management, plan, execute, and communicate the safety, security, and emergency management programs of the District to ensure regulatory and procedural compliance, emergency and crisis preparedness, and safety for all scholars, staff, and community members; make appropriate and equitable use of resources and technologies; implement the goals and objectives of the District and department for which employed; support District and department leaders implementation of improvement plans; build capacity in staff to meet system-wide and department initiatives; initiate and sustain collaboration within and across departments, programs, and buildings; support in-person, synchronous, and asynchronous learning and services when applicable; participate in District and department leadership activities. Ability to be flexible with work hours to meet the needs of the district and department at the discretion of the supervisor. Responsibilities and tasks include: Provide Strategic Leadership: Tasks involved in fulfilling above duty/responsibility: Aligning function with mission and core values of the organization; acting as a leader in District and department initiatives and strategies; attending training; serving on task forces and committees, as appropriate. Developing and communicating shared vision for areas of responsibility. Initiating, coordinating, and sustaining collaboration with a variety of leaders, colleagues, and staff on opportunities, support, and resources aligned with the District Strategic Plan and department and content/program outcomes; ensuring an equity lens in the planning, development, implementation, and evaluation of area of responsibility. Planning and executing continuous improvement processes for area of responsibility; monitoring and guiding the process; establishing clear and equitable outcomes, developed using data from multiple sources, that are representative of research based best practices and District guidelines and standards. Demonstrate Performance Leadership : Developing individual capacity to apply technical/functional expertise for maximum impact. Demonstrating attention to quality enhancement by incorporating formative feedback from supervisor in order to improve efficiencies and effectiveness in recordkeeping, workflow and compliance. Assuming appropriate responsibility for tasks; following established procedures to guide system and departmental work; collaborating to achieve shared objectives; monitoring and demonstrating effective decision-making strategies in order to meet project deadlines. Demonstrate Management Skills : Showing knowledge of resources aligned to areas of responsibility; managing District and department resources equitably, effectively, and efficiently; collaborating with department leaders to develop tactical and strategic goals by analyzing program operational and strategic needs and resources (including; budget, personnel, time, facilities, materials) to ensure that actions and expenditures are appropriate, meet objectives, and are within budget. Applying effective and equitable decision-making processes. Maintaining and communicating district emergency planning and crisis preparedness programs implementing the district security and emergency management programs including comprehensive procedures and policies which pertain to the security and risk management of all district locations; designing, developing, and maintaining a districtwide emergency preparedness program (long and short-range plans) in cooperation with other agencies, including 911, local law enforcement, emergency management agencies, and the SEMAC, Security and Emergency Management Advisory Committee participating in the development, design, and maintenance of the district level emergency response plan participating and supporting the SEMAC in collaboration with the Director of Transportation & Security and Emergency Management and the Assistant Director of Security and Emergency Management Managing security and emergency management assets, coordinating and completing timely repairs, inspections, additions, replacements and improvements of security and emergency management equipment as necessary for compliance with the security and emergency plan; conducting research and work collaboratively with departments and industry experts to install and maintain effective security and emergency management equipment that meets current best practices in the district; maintaining and supporting department assets including security cameras, card access systems, online security and emergency management plans and websites, visitor entrance and management systems, intrusion alarms, two-way radios, other security technology. Monitoring compliance with internal audit and security and emergency policies, procedures and training as well as local, state, and federal regulatory requirements; monitor and coordinate compliance with district standards for security and emergency , emergency planning, crisis preparedness, advising Assistant Director of Security and Emergency Management regarding identified gaps in compliance and security and emergency vulnerabilities; coordinating support for district staff and community members, deliver presentations, provide guidance and act as a resource; establishing system for responding to concerns from staff, students, and the public; under the guidance of the Assistant Director of Security and Emergency Management; providing training for affected staff, as necessary, on the emergency response plan, and its individual components, emergency planning, crisis preparedness. Developing, influencing, and nurturing trust-based relationships with government officials at city, county, state, and federal levels and acting as district representative to these entities in collaboration with the Director, Transportation & Security and Emergency Management and the Assistant Director of Security and Emergency Management; serving as a liaison and maintaining communication with local law enforcement in the communities we serve, follow-up on individual cases affecting district interests as needed Disseminating program information to staff, scholars, guardians/caregivers, and community; responding to individuals with questions or concerns, responding to external requests for information (ex: compile data and submit state and federal reports).
