Introduction The State of Connecticut, Secretary of the State (SOTS) is currently seeking an IT professional with broad and deep technical knowledge across enterprise environments for the role of Information Technology Analyst 3. This position designs complex systems, solves difficult technical problems, and leads technical teams or projects in an enterprise environment. POSITION HIGHLIGHTS

You enjoy leading medium-to-large application development projects and guiding complex systems from requirements through implementation using structured methodologies such as the System Development Lifecycle (SDLC). You excel at translating business needs into clear business and functional requirements, and have experience documenting, analyzing, and improving business processes through techniques such as process mapping and data modeling. You are a technically-experienced developer or systems professional with knowledge of enterprise technologies such as Java, Java EE, .NET, and SQL, and enjoy solving complex application and integration challenges. You are comfortable coordinating technical initiatives across teams, including developing project plans, contributing to Requests for Quotes (RFQ) and Requests for Proposals (RFP), and working with vendors, stakeholders, and IT staff to deliver high-quality solutions. You take a customer-focused approach to technology, communicate complex concepts clearly, and use analysis, monitoring, and metrics-driven insights to help organizations measure performance and improve outcomes.

Provide advanced technical support and oversight for the agency’s portfolio of business applications; Evaluate and recommend technology solutions to support agency programs and operational needs; Conduct business analysis to identify system requirements and support application enhancements; Develop and document business and functional requirements for application development and system improvements; Lead or coordinate application development projects and conduct application security risk assessments; Review and provide technical guidance on the work of assigned staff, including Information Technology Analysts; Serve as liaison between technical teams, system developers, and agency management; Collaborate with business owners and agency leadership to gather requirements and communicate project status and technical solutions; Coordinate application development and support activities with external vendors and the Department of Administrative Services Bureau of Information Technology Solutions (BITS); May supervise or provide project leadership to lower‑level IT staff.

The Information Technology division administers, supports, develops and maintains all computer systems and related applications within the agency. Purpose of job class (Nature of work) In a state agency Information Technology (IT) environment this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support. Software Development Configures and installs host-based application packages; Analyzes upgrades for complex applications to determine functionality and necessary software customization; Writes program specifications and systems specifications; Designs forms, screens and reports; Performs related duties as required. Database Administration Provides advanced level database support and troubleshooting; Designs, installs, tunes and maintains integrity of major host-based database; Leads integration efforts, transitioning applications to new technology; Performs related duties as required. Network Support Designs and implements complex communications networks; Diagnoses and resolves problems using network management systems and utilities; Performs related duties as required. IT Security Develops, tests and maintains agency disaster recovery plans designed to restore IT system operability; Develops processes and procedures in support of IT Business Continuity Planning; Conducts platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions; Conducts risk analysis of IT environments by assessing administrative, technical and physical safeguards; Performs IT investigations to include maintaining chain of custody procedures; Performs forensics and documents detailed reports of findings; Performs related duties as required. Minimum qualifications - general experience Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related field. Minimum qualifications - special experience One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in such areas as: assisting in the design, implementation and management of a major communications network; providing technical and administrative support for a wide area network (WAN) or mini-computer system; assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software; participating in the design and development of system applications; serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects; performing any closely related complex technical support function. NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 2. Minimum qualifications - substitutions allowed College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience. Preferred qualifications Bachelor's degree; Professional work experience in systems analysis and design; General experience within the OSI model in relation to network connectivity and network design; Experience developing or supporting applications using JavaEE, .NET, and SQL; Strong experience with Microsoft development tools and environment.
