Summary This position is with the VISN 12 Great Lakes Finance Service (GLFS), located at the Edward Hines Jr. VA Hospital, Hines, IL. The incumbent serves as a budget analyst for the Jesse Brown VA Medical Center and or Hines VA Hospital. Responsibilities Major Duties: Knowledge of budget and finance regulations, procedures, and processes for budget formulation. Analyze and compare selected object class and line item obligations and expenditures. Determine whether funds are being used on a timely basis to support the medical center's mission and objectives. Writes brief factual reports that detail the purposes for which funds were obligated and expended. Apply, commonly used budget and finance principles, practices, and methods. Estimate funding needs and requests for allotments are in line with program plans. Analyze and evaluate changes in program plans and funding. Enter consolidated estimates in accepted formats on appropriate forms and schedules. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized experience includes: knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; determines whether funds are being used on a timely basis to support the installation's mission and objectives; analyzes and compares selected object class, line item obligations, and expenditures in the approved operating budget; writes brief factual reports that detail the purposes for which funds were obligated and expended; and estimates funding needs and requests for allotments are in line with program plans and work methods. OR EDUCATION: Must have successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (from an accredited college or university) leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-11 LEVEL GRADE REQUIREMENTS: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Specialized experience includes but is not limited to: Experience with budgetary methods, practices, procedures, regulations, precedents, and policies which apply to assigned organizations and programs. Experience analyzing budgetary relationships and developing recommendations for budgetary actions. Experience evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Experience with automated data processing concepts and system capabilities to accomplish budget functions. OR Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
