The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATION

This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023, in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division’s Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security. The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing). Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment. Additionally, employees in this job classification must complete the required CJIS Security and Privacy Training and pass the online certification test.

DEPARTMENTAL INFORMATION

This position may require variable working hours and participation in a rotating shift schedule. Crime Analysts may be assigned to day shift, second shift, or overnight hours as operational needs evolve. Shift assignments can include nights, weekends, and holidays, and may rotate on a 90-day cycle or longer as needed to support continuous operational coverage.

Employees assigned to this role within the Police Department will be tasked with reviewing sensitive and potentially disturbing materials, such as graphic videos related to ongoing investigations. This work may involve exposure to difficult and emotionally challenging content. The nature of the work performed may also expose individuals to harsh language, inappropriate situations, or other distressing circumstances. Applicants should be prepared to handle these situations with professionalism, emotional resilience, and confidentiality.

JOB SUMMARY

This position is in the Special Operations Division of the Police Department with the City of Oklahoma City and is under the direction of an immediate supervisor. The primary responsibility of this classification is to compile, maintain, analyze, and track crime information, aid in determining patterns, trends, and/or identify groups and individuals of concern, and provide administrative support. Essential job functions include: researching, gathering, and analyzing crime data to identify crime patterns, suspect characteristics, and/or demographic information; utilizing online social media platforms to obtain information and tactical intelligence relevant to criminal investigations and matters of public safety; compiling and utilizing computer systems to prepare reports, graphs and maps for presentation to investigators and/or management; sorting and maintaining police reports, crime information, bulletins, and articles used to document criminal history or statistics; preparing analytic products to assist management in the recommendation of staffing patterns and/or levels based on anticipated criminal activity; and preparing bulletins, and/or disseminating information. Other duties may include: coordinating with investigators pursuing criminal prosecution and assisting in the presentation of crime information. The position has regular contact with law-enforcement personnel, other law-enforcement agencies, citizens, etc., to gather criminal statistical data and exchange work related information. A Crime Analyst may receive functional supervision and training from Senior Crime Analysts. The employee works in conjunction with Senior Crime Analysts and reports to an immediate supervisor. The work products are reviewed by the immediate supervisor for overall quality, accuracy, and adherence to departmental policies and procedures.

NOTE: Employees of this classification receive classroom instruction and on-the-job training. During this time, the incumbent will receive formal instruction/training and must attain certification from the Foundation of Intelligence Analyst Training (FIAT). They must also attain proficiency in the skills, knowledge and abilities required to function at the full performance level of a Senior Crime Analyst within one year of hire/promotion/transfer/demotion.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

JOB REQUIREMENTS

  • Ability to analyze crime patterns and/or statistical data and draw sound conclusions.

  • Ability to prepare computer generated graphs, charts, maps, tables and other illustrative devices.

  • Willingness and ability to appear in court to provide evidentiary testimony.
  • Ability to acquire a Crime Analyst certification from the Association of Law Enforcement Intelligence Units by successfully completing the Foundation of Intelligence Analyst Training (FIAT) within one year.

PREFERRED QUALIFICATIONS

  • Previous experience in crime, intelligence, investigative, or real-time analysis.
  • Experience using law enforcement technology, including CAD/RMS, GIS, video management systems, small unmanned aircraft systems, or similar investigative platforms.
  • Experience providing analytical or investigative support during active incidents, criminal investigations, or other time-sensitive public safety operations.

WORKING CONDITIONS

  • Primarily indoors, in a climate-controlled environment.
  • Occasionally required to work beyond normal scheduled work hours.
  • Occasional local travel or out-of-town travel.
  • Frequently placed on-call after normal working hours.

PHYSICAL REQUIREMENTS

  • Manual and finger dexterity enough to operate equipment such as keyboards, calculators, etc.
  • Near vision enough to read and draft written communications or both manually and machine-generated reports, documents, graphs, etc.
