Overview
The Work:
The mission of the military healthcare system (MHS) is to ensure the nation has available at all times a healthy military force supported by a combat ready healthcare system. Tripler Army Medical Center is the headquarters of the Pacific Regional Medical Command of the armed forces administered by the United States Army in the State of Hawaii. It is the largest military hospital in the Asian and Pacific Rim region and serves a military sphere of jurisdiction. During a single day of operations at Tripler Army Medical Center, personnel serve an average of 1,728 meals, tend to 2,248 clinic visits and 110 emergency room visits, fill 1,193 prescriptions, complete 25,000 pathology procedures, and deliver 8 babies. On a typical day, 32 new patients are admitted as 159 beds are occupied. Of these patients, 19 go through ambulatory surgery.
Flexible Contract Opportunity – 1099 Independent Contractor
We are seeking providers for a flexible contract opportunity with zero long-term commitment. Here's what you can expect:
- Advance Scheduling : Coverage requests will be communicated well in advance. There will be no last-minute, same-day phone calls or rush requests. You will have ample time to review and determine your availability for the requested dates or periods of work.
- Complete Flexibility : As a 1099 independent contractor, you have the freedom to decide when and if you'd like to work. There is no obligation to commit to specific days or shifts — you work on your terms, only when you're available.

Responsibilities
- Outpatient cardiothoracic procedures including dressing changes, thoracentesis, wound vac change.
- Inpatient cardiothoracic procedures including as previously listed.
- Prepare all records and reports as required in support of services rendered and as required by the MTF standard operating procedures, federal law, or Army regulation.
- Attend and participate in patient care reports, patient care conferences, team conferences, professional staff conferences and other appropriate professional activities only to the extent that such attendance and participation is related to his/her assigned cases and/or performance of contract services as determined by the supervisor.
- Facilitate patient access to medical care by recommending appropriate referrals to other health care providers in accordance with policies and regulations of the MTF.
- Assess patient’s physical condition by reviewing medical case histories and performing physical examinations. Applies the Medical Fitness and Profiling Standard.
- Order routine laboratory tests, radiographic studies, and ECG’s. Interpret results.
- Writes recommendation for activity restrictions due to medical impairments (temporary profiles) not to exceed 90 days. Writes progress notes and interim summaries on patient’s status.
- Evaluates soldiers for retention and admission in accordance with Chapters 2 & 33 AR 40-501.
- Prepare all records and reports as may be required in support of services rendered and as required by the MTF.
- Take part in clinic Quality Assurance Program as required to meet the standards of the Joint Commission on Accreditation of Healthcare Organizations.
- DOCUMENTATION. Ensure documentation and reports are legible. Verify the content and correctness of all prepared reports by affixing his/her own signature or stamp to all copies of the document and validating its contents.
- As required, use CHCS/AHLTA to GENESIS application to manage patients and medical information and communicate with other health care providers and ancillary staff and use of other email and data management programs as required.
- MEDICAL RECORDS. The contract Cardiothoracic Surgeon is required to annotate and sign medical records in accordance with Army Regulation (AR) 40-66 (Medical Record Administration and Health Care Documentation), as well as local requirements.
- MTF staff practitioners may randomly review contract Cardiothoracic Surgeon annotated patient medical records. MTF staff practitioners will note defects, omissions, addenda, etc., and contract personnel shall make required corrections. Contract personnel will follow MTF guidance on peer review and other standards that are applied to clinic providers.
- Requirements for all positions.
- Health care providers providing services under this contract shall be able to read, write, and speak English well enough to effectively communicate with all parties and other health care providers.
- Basic Computer Skills. The contract HCP shall possess knowledge, skills, and abilities required for the labor (i.e., medical terminology, basic computer skills, customer service expectations, telephone etiquette, and basic typing).
- Physical Qualifications. Contract HCPs shall be capable of meeting the physical demands of the position as outlined in the PWS. In most cases, the contract HCP may be asked to stand and/or sit for extended periods of time. However, the PWS may describe other physical demands such as lifting a specified weight or other physical activity.
- The contract HCPs shall possess sufficient initiative, interpersonal relationship skills and social sensitivity such that he/she can relate constructively to a variety of patients from diverse backgrounds.
- Basic Life Support (BLS) Certification. Contract HCPs shall maintain current certification in Basic Life Support (BLS) from the American Heart Association, or the American Red Cross. Certification cards must display the American Heart Association, the American Red Cross or other approved certifying body emblem. Web-based (on-line) classes are not acceptable by the Government. The Contractor will not bill the Government for contractor time to attend Basic Life Support (BLS) certification training.
- Clinical Competency. Credentialed contract HCPs shall meet credentialing and privileging clinical competency standards, current within the two years preceding the start of services, IAW DHA PM 6025.13, Volume 4, in addition to other regulatory guidelines as applicable.
- Board Certification. Requirements for board certification, if applicable, will be outlined in the DHA PM 6025.13, vol. 4 and the PWS.
- Foreign Medical Graduates. Certification by the Educational Commission for Foreign Medical Graduates (ECFMG) for physicians, certification by the Commission on Graduates of Foreign Nursing Schools (CGFNS) for nurses. Contract HCPs who are graduates of foreign medical schools will possess both a U.S. medical license and certification by ECFMG for health care physicians and CGFNS for nurses as defined in 29 CFR 825.125. Residency institutions must have been ACGME accredited during the time the member was enrolled. ECFMG is required for graduates of medical schools located outside the U.S., Puerto Rico, and Canada. As of 2017 a provider who possesses Fifth Pathway is no longer acceptable.
- Health care providers who are licensed, registered or certified by state bodies, professional organizations or national/medical associations must continue to meet the minimum, standards for continuing education to remain current as prescribed by their professional agency and applicable regulatory guidelines and policies.
- Other duties as assigned.
Qualifications
Minimum Qualifications:
- Doctor of Medicine (M.D.) or Osteopathy (D.O). Board certified by the American Board of Thoracic Surgery. Have completed 2 years of residency/fellowship training in Cardiothoracic Surgery.
- Have and maintain a valid, unrestricted license in one of the 50 states in the U.S. or the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands Foreign medical graduate physicians shall possess a valid certificate from the Educational Council for Foreign Medical Graduates or 5th Path.
- All health care providers shall have current Basic Life Support (BLS) Certification. No online course will be accepted. Advanced Cardiac Life Support (ACLS) or other advanced certification does not supersede the BLS requirement. The contract healthcare provider(s) shall be currently trained and maintain course documentation for Basic Life Support (BLS) through an American Heart Association (AHA) approved training program. Advanced Cardiac Life Support (ACLS) certification is required.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:
- A minimum of two (2) years of experience within the last three (3) years working as a Cardiothoracic Surgeon. The knowledge, skills, and abilities to provide a full range of cardiothoracic surgery services and procedures, to include:
- Off-pump coronary artery bypass surgery
- Valve repair or replacement surgery
- Esophagectomy
- Lung resection to include lobectomy or pneumonectomy
- Repair of congenital cardiothoracic problems.
- Specialized training and experience in the practice of cardiothoracic medicine.
- Specialized training and experience in the practice of cardiothoracic medicine.
- Professional knowledge of a wide variety of medical practices to perform designated diagnostic and therapeutic procedures.
- Ability to identify medical problem and determine appropriate action to be take (i.e. recognizing emergency conditions and know when to refer patient to a physician or specialty clinic).
- Knowledge of specific observation and examination procedures.
- Ability to interpret laboratory tests, radiological studies and ECG’s.
- Ability to work responsibly with physicians and other members of the medical team and deal effectively with patients.
- Ability to interpret and apply AR 40-501 that regulates medical fitness standards and profiles.
- Self-starter with the ability to learn new tasks and skills.
- Strong organization and communications skills.
- Ability to multitask and have practical time management skills.

- Proficient in Microsoft Office Suite, Word, Excel, PowerPoint, Teams, and SharePoint.
Reports to: Chief, Cardiothoracic Surgery Service
Working Conditions:
- On-Call; Part-Time
- Working hours shall include but are not limited to: 0730 to 1630 hours, Monday through Friday (excluding federal holidays). The actual weekly schedule shall be coordinated with and approved by the Department Chief, or her/his representative at least two weeks prior. Duty hours include a one-hour meal period, which is not paid by the Government. Hours are subject to change as mutually agreed between contractor and the Government.
- Must be physically and mentally able to perform duties for extended periods of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
- Must be able to establish a productive and professional workspace.
- Must be able to work varying work schedules and/or extended hours to meet business needs and project deadlines.
