This executive role establishes architecture standards, drives a unified platform strategy, and ensures technology investments align with organizational priorities and operational objectives. Serving as the bridge between strategy and execution, the Director oversees enterprise architecture and technology governance, including REQ-0 and REQ-1 reviews. The role leads platform rationalization across Oracle, SAP, IBM Maximo, ArcGIS, and operational technologies, ensuring solutions are secure, resilient, scalable, and compliant. As Chair of the Enterprise Architecture Committee, the Director serves as the technology decision authority, aligning investments with enterprise standards, critical infrastructure resilience, and the IT Strategy and Roadmap.Essential Duties & Responsibilities:Establishes and evolves multi-year enterprise architecture vision, roadmap, and standards aligned with DC Water's strategic objectives (Blueprint 2.0), regulatory requirements (EPA, NERC CIP, Clean Water Act), and operational resilience goals.Chairs Enterprise Architecture Committee; owns approval process and exception handling for all technologies being deployed enterprise-wide.Leads platform rationalization strategy; reviews and defines core architecture around identified solutions (Oracle Fusion Cloud ERP), SAP (CCS/AMR), IBM Maximo, ArcGIS, and legacy systems under a unified ecosystem roadmap with clearly identified migration milestones.Establishes and enforces IT governance frameworks, and serves as architecture authority for technology investments critical to infrastructure resilience.Develops enterprise architecture standards, patterns, and reference architectures that embed security, NERC CIP/EPA/NIST compliance, and operational technology (SCADA/ICS) requirements.Develops and implements an enterprise architecture repository for standard templates, solutions, and approaches for use by the greater organization.Partners with Operations, Engineering, and Finance leadership to translate business requirements into actionable technical architecture and capital investment priorities.Designs technology consolidation roadmap addressing transition from legacy, monolithic systems to cloud-native, modular, resilient architectures; demonstrates ROI through rationalization.Establishes enterprise data governance strategy and data architecture to support consolidation planning, prevent data silos, and enable business intelligence and predictive analytics.Deploys a data integration layer with unified schema mapping, quality assurance frameworks, and lineage tracking to eliminate data silos and establish authoritative reference datasets across the enterprise.Provides technology leadership for critical infrastructure modernization, including SCADA/ICS security, resilience, network segmentation, and enterprise integration.Collaborates with the Vice-President of Security, Governance & Compliance to embed cybersecurity, data protection, and regulatory compliance into all architecture decisions.Mentors and develops architects and technical leads; establishes architecture centers of excellence to sustain long-term modernization programs.Supports Blue Drop's technology requirements, ensuring architecture enables commercial service delivery and governance clarity.Performs other duties and projects as assigned at the discretion of the Chief Information Officer and Executive Vice-President.Supervisory Responsibilities: Directs a group of consultants and employees to ensure the enterprise architecture program and objectives are met.Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout the Authority and representatives from other utilities and other government organizations and agencies.Skills & Qualifications:The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.Required Skills & QualificationsRequired Experience:A minimum of ten (10) years of experience with enterprise architecture, ERP/EAM platforms, integration strategy, governance, vendor management, and large-scale business transformation across complex, mission-critical, and regulated environments, including at least seven (7) years of management experience. Minimum Education Requirements:Bachelor’s degree in Computer Science, Information Technology, Business Administration, Engineering, or a related technical field or the equivalent combination of education and experience, consisting of a high school diploma or General Educational Development (GED) certificate and a minimum of fourteen (14) years of experience with enterprise architecture, ERP/EAM platforms, integration strategy, governance, vendor management, and large-scale business transformation across complex, mission-critical, and regulated environments, including at least seven (7) years of management experience.Required Skills: Knowledge of cloud platforms (AWS and/or Microsoft Azure) including migration patterns, hybrid architectures, containerization, and infrastructure-as-code.Knowledge of cybersecurity architecture, critical infrastructure security standards (NERC CIP, NIST, ISO & SOC2 frameworks), and secure systems design principles.Ability to manage stakeholder communication across technical and non-technical audiences; demonstrated ability to influence across organizational functions without direct authority.Demonstrated expertise in enterprise technology architecture spanning ERP/CIS platforms, asset and operational technology (OT) systems, hybrid cloud infrastructure, integration and data management solutions, cybersecurity and regulatory compliance frameworks, and enterprise architecture governance tools.Understanding of utility operations, regulated industry requirements, public sector finance and procurement, and IT financial management.Enterprise-scale technology partnership negotiation and lifecycle management experience.Required Licenses & Certifications: N/APhysical Requirements: General office conditions Preferred Skills & QualificationsPreferred Experience:Deep understanding of utility industry systems; experience in utility, energy, or critical infrastructure organizations.Prior experience in highly regulated complex environments, preferably water utility or regulated utility environment subject to EPA, state utility commission, or NERC oversight.SCADA/ICS security experience with large complex organizations; experience with data governance, master data management (MDM), and enterprise data architecture.Experience leading or coaching distributed, matrixed teams and vendor ecosystems; demonstrated success with multi-million-dollar technology financial modeling and business cases.Preferred Education Requirements:N/APreferred Skills:Knowledge of water/wastewater operations, asset management, treatment processes, or utility business processes.*The work environment characteristics described in the physical requirements section of the required skills & qualifications table are representative of those an employee encounters while performing the essential functions of this job.
