Finance Director - DNR FT / PT Status – Full-time Salary – $51.44 - $90.31 Remote Work / In-Office – In-office Application Deadline – 8-24-26 Job Description The Utah Department of Natural Resources (DNR) is seeking a Finance Director to direct and manage the fiscal activities of DNR. This is a career service exempt job which has a direct reporting relationship to the Department Head and Deputy Directors. The Finance Director directs and manages the fiscal activities for DNR by performing the following duties: Serves as the department's chief fiscal officer; advises executive, division, and agency directors regarding fiscal operations; develops and implements department procedures and controls; manages and reviews the formulation of the department's appropriation and division/region budget requests; estimates and analyzes programneeds, priorities, revenue sources, federal matching money and legislation; manages the allocation of federal, state or other grants; evaluates and applies executive and legislative guidelines for agency budget preparation and process; assists department executive staff by providing detailed analysis of requests, and defends proposals to the Governor, Legislature, Office of Planning & Budget and the Office of Legislative Fiscal Analysts. Advises department executives and managers of fiscal problems and alternatives to minimize impact of revenue cutbacks and shortfalls; explains and interprets state/federal guidelines to agencies and subordinate staff; and provides reports to agency management, the Governor's office, Legislature and federal government on agency fiscal activity. Supervises professional level personnel in fleet, and accounting by making hiring recommendations, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions to include termination. Oversees legislative fiscal note submissions. Key Responsibilities Manages accounting or budget activities and provides fiscal information including forms, reports, and routines. Develops or modifies rules, policies, or standards, etc. Reviews fiscal operations to ensure integrity, accuracy and control of data. Develops and/or interprets fiscal statements and reports. Prepares and defends budget recommendations, requests, reports, proposals and/or projections. Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations. Reviews legislation to determine impact on the operation of an agency or the state. Gives recommendations regarding fiscal notes and implementation of passed legislation. Monitors and evaluates contract/contractor performance to ensure compliance with contract; recommends action(s) to correct deficiencies. Writes, reviews, and/or negotiates grants, contracts and/or agreements. Supervises personnel in accounting and fleet: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Responds to inquiries and requests made by individual legislators, committees, or subcommittees, LFA and GOPB. Qualifications Principles, theories, and practices of budget management. Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing. Principles, theories, and practices of purchasing goods and services. Bid, quote and award procedures. Deliver presentations or training using acceptable methods and techniques. Agency and/or organizational program(s). Principles, theories, and practices of administrative rulemaking. Procurement and/or administration of contracts, grants, loans, or similar agreements. Principles, theories, and practices of employee relations. Principles, theories, and practices of the legislative process.
