Learning and Development Specialist

DC Government

This position is located in the Department of Public Works (DPW), in the Human Capital Administration (HCA), Public Works Academy (PWA). The mission of the Department of Public Works (DPW) is to provide the highest quality sanitation, parking enforcement, and Fleet management services that are both ecologically sound and cost-effective. The Public Works Academy (PWA) is the department’s central learning, development, and training unit, established to meet the department's diverse talent development needs. The Academy’s programs include developing a strategic learning, development, and training plan; conducting learning-related needs assessments and analyses; developing customized courses, and issuing department- and operation‑specific competency, safety, and skills certifications. The incumbent is responsible for assisting in the development and implementation of the department’s human resources development initiatives and programs through a broad range of assignments and organizational development interventions with a particular emphasis on enhancing the delivery of public works‑related operations and services. The incumbent also serves as a member of the learning, development, and training team in The Public Works Academy. Duties and Responsibilities Develop the department’s strategic learning development and training plan in alignment with the department’s strategic goals. Conduct learning‑related needs assessments and analysis, and design, develop, and facilitate customized courses, programs, and/or learning interventions that are aligned with the department’s strategies, its learning development and training plan, and encompass all aspects of achieving the department's learning and business objectives. Develop an organization‑wide leadership development program for middle managers, front‑line supervisors, team leaders, and high‑potential employees to strengthen and enhance the organization’s leadership skills, feed the organization’s leadership pipeline, and strengthen the organization’s leadership bench to contribute to talent management and succession planning processes. Qualifications and Education Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications None Work Conditions/Environment The work is primarily performed in an office and classroom setting. Other Significant Factors Tour of Duty: Monday – Friday, 8:00 a.m. – 4:30 p.m. (ON‑SITE POSITION) Pay Plan, Series, and Grade: CS-1712-13 Promotion Potential: No Known Promotion Potential Duration of Appointment: Career Service (Permanent) Collective Bargaining Unit: (Non-Union) This position is not in the Collective Bargaining Unit. Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre‑employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure. Essential Designation: This position is designated as an essential employee under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, such as snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations. Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
