The Analyst II serves as a Fund Analyst within the FSU and is responsible for performing full journey fund-level analysis and reporting for the Department's major and specialized funding sources. Under the general direction of the Supervisor I, the incumbent independently performs complex analytical work requiring the ability to research, interpret, and apply state and federal laws, budget acts, control section language, fiscal policies, and administrative procedures.The Fund Analyst provides centralized oversight of fund condition, expenditure trends, and budget authority for major funds, including General Fund appropriations (e.g., 0380 and 0385), Local Assistance funding, and specialized funds such as the Public Safety Commission Revolving Fund and SETNA. The position supports executive decision-making by producing accurate, timely, and meaningful financial analysis and recommendations. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
