COMMUNITY PROGRAM SPECIALIST III (BUSINESS ENGAGEMENT SPECIALIST)

Position Summary Long Beach’s Economic Development Department seeks a Community Program Specialist III (Business Engagement Specialist) to support the Long Beach Workforce Innovation Network (LBWIN). The role builds relationships with local employers, conducts business needs assessments, and provides workforce program assistance to partners and the City’s small businesses. The specialist will serve as the primary point of contact for businesses enrolling as worksites, manage WIOA Adult and Youth Program teams, and support LBWIN’s Work Experience (WEX) and On the Job Training (OJT) programs. Responsibilities Develop relationships with local employers supporting WIOA program goals. Work with chambers of commerce, economic development agencies, council district offices, industry associations, and community organizations. Conduct employer needs assessments and connect employers with relevant WIOA program and business development resources. Support employer recruitment, including promotional support, coordination of recruitment events, resume screening, and other relevant services. Assist in planning job fairs, employer roundtables, industry panels, hiring events, and workforce workshops; coordinate logistics and employer participation. Collect data from employers to inform WIOA services and connect customers with quality career opportunities. Curate job leads from local employers to support job placement for current customers. Support recruitment of employers to job fair events and provide staff support during events. Support WIOA Rapid Response services for employers facing mass layoffs and WIOA Layoff Aversion services. Represent LBWIN at public meetings and events. Lead efforts to recruit and renew partners for WIOA, WEX, OJT, and internship programs. Coordinate employer participation in training programs, including contract development, reimbursement processes, and performance tracking. Maintain a worksite database with approved employers, job descriptions, and positions. Maintain ongoing communications with worksites for placements and feedback. Maintain accurate engagement records in CalJOBS and internal systems; prepare reports on employer activity, placements, and outcomes. Use CRM systems, workforce databases, and digital communication tools to track interactions. Perform other related duties as required. Requirements To File Bachelor’s degree in Business, Public Administration, or a closely related field (or equivalent experience). Minimum of two (2) years of recent full‑time professional experience in the public or private sector that prepares for duties of the position. A Master’s degree may substitute for up to one (1) year of required experience (proof required). Valid California driver’s license. Ability to communicate clearly and concisely, orally and in writing. Ability to follow oral and written instructions and maintain accurate records. Ability to work independently and/or as part of a team. Capacity to work effectively with diverse groups including employers, adult residents, displaced workers, and youth. Ability to learn, interpret, retain, and communicate technical information and grant program policies. Ability to research and analyze data using a systematic, logical approach. Competency with office equipment and application software (word processing, spreadsheets, e‑mail, databases). Typing and accurate data entry skills. Desirable Qualifications Bilingual in Spanish, Khmer, or Tagalog. Experience in business engagement, development, support, sales, or recruiting with employer‑facing outreach. Understanding of WIOA programs and services. Team orientation with eagerness to support job seekers and employers. Proactive solution‑oriented mindset. Excellent customer service and active listening skills. Industry expertise or knowledge in one or two of: Healthcare, IT, Construction & Utilities, Hospitality & Retail, Aerospace/Aviation/Space, Transportation, Distribution and Logistics, or Advanced Manufacturing.
