Payroll Specialist

Annual salary range commensurate with training and experience. Qualifications:

1. Valid Ohio driver's license and Social Security Card.

2. High School diploma.

3. Must have a home phone or mobile phone.

4. Have a belief in education and a concern for children.

5. Possess a working knowledge of basic bookkeeping and accounting procedure and the ability to process all data required to produce the payroll checks and reports.

6. Ability to make clear and comprehensive reports.

7. Acceptable BCII report and FBI report.

8. Ability to meet all job expectations and objectives.

9. Such alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriate.

Job Goals:

1. To ensure the smooth and efficient processing of the district payroll and to maintain accurate and complete payroll records.

2. To assist in processing the district's payroll including preparation of paychecks, direct deposits and payroll liabilities.

3. To assure the accuracy and compliance of preliminary reports, time sheets, etc., and provide federal, state and district personnel with requested information necessary for providing timely and accurate payment of district employees.

4. To further the mission and vision of the school district.

Reporting:

Middletown City School District Executive Assistant to Payroll and Benefits and Treasurer

Performance Responsibilities:

1. Maintain a file of all regular and substitute employees for the district.

2. Receive and compute all payroll time, making deductions for all taxes, retirement, health, vision, dental and life insurance, and other approved deductions. Process payments for these deductions and benefits.

3. Prepare all tax reports at appropriate times federal, state, city, and school district.

4. Receive, record, and process all data required to produce the district payroll and verify all payroll amounts before and after checks are processed.

5. Maintain individual payroll files including payroll history, W-4s, medical sign-up data, retirement data, and any other approved withholdings requested by employees.

6. Enter data on computer for all salary encumbrances required to maintain appropriate budget amounts.

7. Prepare and distribute all payroll checks in the school district.

8. Prepare all retirement, unemployment reports, and quarterly reports.

9. Prepare year-end W-2 forms.

10. Prepare payment of insurance premiums for medical, dental, vision, and life insurance.

11. Prepare and assure proper payment of district payroll obligations through district vendor invoices, remittance advice and tax reporting forms and maintain filing of records to substantiate payments.

12. Oversee procedure for COBRA compliance.

13. Process sheltered annuity information.

14. Maintain a high level of ethical behavior and confidentiality when dealing with staff information.

15. Uphold district policies and procedures.

16. Demonstrate professionalism, exhibit a professional attitude, and model appropriate behavior.

17. Perform all other duties as assigned by the Treasurer and Executive Assistant to Payroll and Benefits.

Other information associated with this position:

1. Occasional exposure to blood, bodily fluids, and tissue.

2. Occasional operation of a vehicle under inclement weather conditions.

3. Occasional interaction with unruly people.

4. Occasionally lift, carry, push, and pull various items up to a maximum of 40 pounds (100 pounds on wheels), e.g., paper boxes, deliveries of supplies and equipment.

5. Frequent requirement to sit, stand, walk, talk, hear, see, read, speak, reach, stretch with hands and arms, crouch, kneel, climb, and stoop.

6. Travels to meetings and work assignments.
