Job Title: Business Analyst Specialist Duration: 6+ Months Location: Remote with occasional visit to Austin, TX Position Type: Contract Interview Type: Webcam or In-Person Brief Job Description Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day‑to‑day direction to assigned staff and works closely with both technical and non‑technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non‑technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment. Essential Job Functions Develops, manages, and implements the WIC MIS requirements documentation project plan. Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements. (40%) Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%) Develops expertise and assists team members in developing expertise in the assigned application, obtain stakeholder sign‑off on requirements and priorities, (20%) Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%) Other duties as assigned (5%) Skills and Qualifications Required 10 years Business analysis experience, including requirements elicitation and documentation Required Knowledge of Project Management Framework Required Knowledge of large‑scale IT operations and information technology industry trends. Required Skill in defining all types of requirements, functional specifications, and other deliverables. Required Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel Required Ability to create clear, complete, and actionable requirements documentation. Required Ability to ensure accuracy in documenting system functionality and regulatory requirements. Preferred Skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel Preferred Minimum 5 years of experience working with government regulations or compliance frameworks. Preferred Minimum 5 years of experience in project management Preferred Minimum 5 years of experience leading a team or workgroup Preferred Skill in policy interpretation and translating regulations into system requirements. Preferred Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements Preferred Graduation from a four‑year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.
