Safety Program Administrator (Risk Specialist II)

Job Appointment: Full Time, Regular Work Schedule: Monday - Friday, 7:00 AM - 3:30 PM. Work Location: In-Person. This position reports to 6844 N. Cutter Circle, Portland, OR 97217 Starting Pay: The City of Portland follows the Oregon Equal Pay Act. Your salary is determined based on the experience listed in your resume that is directly related and equivalent to the position for which you are applying. Position Summary: The Bureau of Fleet and Facilities (BFF) is seeking a collaborative and knowledgeable Safety Program Administrator to lead and continuously improve workplace safety programs that support employees, contractors, tenants, and visitors across City facilities. In this role, you will administer the bureau's Safety Management System by developing safety programs, coordinating training, conducting hazard assessments and incident investigations, monitoring regulatory compliance, and promoting a safety-first culture throughout Facilities operations. You will work closely with supervisors, managers, and employees to reduce risk, prevent injuries and illnesses, property damage and operational disruptions and ensure compliance with federal, state, and City safety requirements. This is an essential position that may provide safety oversight during emergency operations and incident response activities. What You’ll Do: Develop , implement, evaluate, and continuously improve bureau-wide occupational safety programs, policies, and procedures. Conduct workplace inspections, hazard assessments, and incident investigations to identify root causes and implement corrective actions. Coordinate and deliver safety training programs while tracking training compliance and regulatory requirements. Advise supervisors and managers on OSHA, Oregon OSHA, City safety requirements, and industry best practices. Analyze injury, illness, inspection, and compliance data to identify trends and recommend strategies that reduce organizational risk. Support emergency preparedness planning, including fire drills and building evacuations, safety committees, building renovation activities, contractors, and operational teams throughout Bureau of Fleet and Facilities locations. Prepare professional reports, recommendations, policies, and presentations for leadership and regulatory agencies. Fost er collaborative partnerships that promote a proactive, safety-first culture across the organization. Ideal Candidate Profile: Demonstrates exceptional organizational skills, including the ability to manage a high-volume workload, balance multiple ongoing safety tasks and programs, and prioritize tasks effectively. Enjoys partnering with employees and leadership to build a positive safety culture. Can interpret complex safety regulations and apply them in practical operational settings. Is comfortable working both in an office and in active facility environments. Uses data and trend analysis to identify risks and improve organizational performance. Has strong communication skills and can explain technical safety information to a variety of audiences. Remains calm and exercises sound judgment during emergencies and high-pressure situations. Values collaboration, continuous improvement, and excellent customer service. Knowledge of occupational safety principles, hazard recognition, incident investigation, risk management practices, and applicable OSHA, Oregon OSHA, and workplace safety regulations. Experience conducting safety presentations and workshops, workplace inspections, hazard assessments, incident investigations, root cause analyses, and developing corrective actions that reduce organizational risk. Ability to communicate effectively both verbally and in writing, including preparing reports, procedures, training materials, presentations, and recommendations for diverse audiences. Experience collecting, analyzing, and interpreting safety, compliance, training, or incident data to identify trends, monitor performance, and recommend operational improvements. Ability to organize and prioritize multiple ongoing projects, collaborate effectively with employees, supervisors, contractors, and stakeholders, and respond appropriately during emergency or incident response activities. Applicants must also possess: A valid state driver's license and an acceptable driving record Ability to obtain ICS/NIMS training Ability to obtain required City and OR-OSHA training Preferred Qualifications: While not required, the following certifications are highly desirable: Associate Safety Professional (ASP) Certified Safety Professional (CSP) Occupational Hygiene and Safety Technician (OHST) Construction Health and Safety Technician (CHST) OSHA 30 General Industry or OSHA 30 Construction HAZWOPER 40-Hour Certification ISO 45001 implementation experience Voluntary Protection Program (VPP) or SHARP implementation experience Associate in Risk Management (ARM) Certified Industrial Hygienist (CIH) Emergency management or Incident Command System (ICS/NIMS) training How to Apply: Submit your resume and responses to supplemental questions by the closing date.
