State Program Manager

Position Overview State Program Manager – Office of the Chief Operating Officer, Department of Developmental Services (DDS), State of Connecticut. Full‑time, 1st Shift, Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule flexibility may be required to meet agency needs. Responsibilities Direct staff and/or operations of a program, project, or division. Coordinate, plan, and manage program and/or project activities. Formulate goals and objectives. Assist in the development of related policy. Interpret and administer pertinent laws, statutes, and regulations. Provide input or evaluate staff performance. Assist in the preparation of budget. Maintain contact with individuals within and outside the agency who may impact program and/or project activities. Serve on committees and/or task forces as required. Conduct outreach, interview, and selection of staff. Perform related duties as required. Qualifications Minimum of nine (9) years of professional experience. At least one (1) year of the general experience must have been in the specific area of assignment. Substitutions: College training may be substituted for up to 15 semester hours, equaling 0.5 year of experience, for a maximum of four (4) years for a Bachelor’s degree. A Master’s degree in business administration, public administration, or a related field may be substituted for one (1) additional year of experience. Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the general and special experience. Preferred qualifications: MBA degree. Experience managing large‑scale, agency‑wide projects. Experience coordinating and executing change‑management campaigns. Demonstrated success in developing and delivering training programs. Experience presenting to multiple audiences, including internal and external stakeholders. Experience liaising with and managing contractors and vendors.
