Job Description and Duties

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location.

The San Francisco Bay Regional Water Quality Control Board has an opening for a permanent, full-time Senior Water Resource Control Engineer in the Groundwater Protection and Waste Containment Division. This is an opportunity to do meaningful and challenging work to protect the water quality resources in the San Francisco Bay Region. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Project management knowledge and experience. 
• Oral and written communication knowledge and experience. 
• Collaboration knowledge and experience working in teams; leading teams; managing group discussions; and integrating multiple different ideas and views to make a recommendation or to facilitate a decision. 
• Experience building effective teams, managing performance, leading/implementing change, and motivating others toward successful outcomes.
• Knowledge and experience in California and federal water quality laws, regulations, policies, plans, and guidance, especially as related to the investigation and cleanup of contaminated soil, groundwater, and soil vapor sites and the design, construction, operation, and closure of engineered landfill systems.
• Knowledge and experience in design, construction, operation, and closure of engineered landfill systems, such as new landfill modules, liners, leachate collection systems, caps, seismic design, and landfill gas monitoring and extraction facilities.
• Knowledge and experience in risk assessment and management principles, such as the basis and use of the San Francisco Bay Regional Water Quality Control Board’s Environmental Screening Levels.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial font size 12 , and normal margins.

The SOQ must describe and provide examples of your experience related to the job duties described in the duty statement, while also addressing the desirable qualifications (see duty statement and desirable qualification above).
