Human Resources & People Development Director

At Good Shepherd Community Clinic (GSCC), we believe care is built through Connection and Ownership. The Human Resources & People Development Director serves as a strategic leader responsible for strengthening the organization through workforce development, employee engagement, recruitment, onboarding, leadership development, Human Resources operations, and organizational culture.

This role partners closely with leadership to build a connected, accountable, mission-driven workforce while ensuring compliance with employment regulations and organizational standards. The Director plays a key role in shaping culture, developing leaders, improving retention, and helping GSCC become one of the best places to work and grow in Southern Oklahoma.

The ideal candidate is relational, emotionally intelligent, and mission-driven while also being confident in addressing accountability, performance concerns, workplace conflict, and difficult leadership decisions. This leader must be capable of building trust and connection across the organization while maintaining clear expectations, professionalism, and organizational standards.

Reports To Chief Quality and Compliance Officer

Supervises Human Resources Team Members Workforce Development & Training Team Members

Key Responsibilities

Workforce Development & Culture

· Lead GSCC workforce development and leadership growth initiatives.

· Oversee onboarding, organizational training, and leadership development pathways.

· Develop programs that strengthen communication, professionalism, accountability, leadership capability, and patient experience.

· Build workforce readiness, succession planning, and employee development strategies.

· Champion the GSCC Care Connection Model and reinforce Connection + Ownership throughout the organization.

· Support leaders in building healthy, accountable, high-performing teams.

Human Resources Leadership & Employee Relations

· Oversee Human Resources operations including employee relations, HR policy management, HR compliance, performance management, investigations, corrective actions, and leave processes.

· Oversee employee benefits administration including health insurance, retirement plans, leave management, open enrollment, employee education, and vendor coordination.

· Ensure compliance with federal, state, and employment regulations.

· Provide guidance and coaching to leaders regarding performance management, accountability, workplace conflict, documentation, and progressive discipline.

· Lead employee relations matters with professionalism, consistency, confidentiality, and sound judgment.

· Maintain effective HR systems, processes, HR policies, and personnel records.

Recruitment, Onboarding & Retention

· Lead recruitment and retention strategies focused on both competency and culture fit.

· Oversee hiring, onboarding, and orientation processes to ensure employees are effectively integrated into GSCC culture and expectations.

· Build partnerships and workforce pipelines that support organizational growth.

· Monitor turnover trends and workforce challenges while helping leaders strengthen retention and engagement.

Strategic Leadership & Organizational Partnership

· Serve as a strategic partner to executive leadership.

· Support workforce planning, organizational growth, and operational initiatives.

· Develop workforce metrics and reporting related to retention, engagement, vacancies, leadership development, and training participation.

· Help align staffing structures and workforce strategies with organizational goals.

Qualifications

Required

· Minimum of five (5) years of progressive leadership experience in Human Resources, workforce development, organizational development, or related leadership roles.

· Strong knowledge of employment law, employee relations, and HR best practices.

· Experience leading teams, managing organizational initiatives, and handling employee relations matters and disciplinary processes.

Preferred

· Bachelor’s degree in Human Resources, Organizational Leadership, Business Administration, Healthcare Administration, or related field.

· SHRM-CP, SHRM-SCP, PHR, SPHR, or similar certification preferred.
