Description
The duty station for this position is in King County; therefore, the incumbent will receive 5% premium pay in addition to the salary listed above.

The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is hiring a Facilities Unit & Capital Projects Manager to provide strategic leadership and oversight for the agency's campus facilities, infrastructure, and capital improvement programs. The main facility is located on a 36-acre campus and includes managing the care of nearly 160,000 square feet of facilities. This position leads facility operations, capital project planning and implementation, budget management, and campus safety initiatives in order to ensure the agency can accomplish its mission, and operational effectiveness is maintained at an optimal level.

Duties
Duties assigned to this position include (but are not limited to):
  • Applies strategic management principles to plan and manage projects involving outside vendors and other diverse organizations of technical professionals. Decisions involve significant risks and direct impacts on agency effectiveness as well as agency partner's satisfaction.
  • Responsible for the agency compliance with city, county, state, and federal building codes and regulations. This includes drafting and reviewing policies and procedures.
  • Supervise and evaluate all the projects and personnel within the division, the facilities manager must be flexible and available when needed by their supervisor and/or subordinates.
  • Responsible for coordinating state-wide efforts to house students and provide contracted training areas for government agencies, to provide cost-effective training venues. Oversee contracted food service operations, land lease contracts and other contracted services to ensure proper code compliance and profit-sharing funds are received.
  • Responsible for following the guidelines set forth by the executive orders establishing sustainability and efficiency goals for state operations.
  • Ensure all new construction meets industry standards.
  • Serve as facility lead/point of contact for inter-agency agreements with county, state, and federal agencies and the emergency repatriation plan.
  • Responsible for oversight and proper delegation of agency tools, key, and chemical control policies; confined space entry, lock-out/tag-out; fall protection and arrest, risk management and food safety programs.
  • Direct the operations and maintenance of the WSCJTC utility systems with particular emphasis on energy management and conservations, as well as providing a safe and suitable working environment for staff, students, and visitors.
  • Make recommendations and write proposals regarding expenditure of funds on approved capital projects, personnel management costs, multi-million-dollar contracts, preparation, and execution of contracts with state and outside vendors related to physical plants and services.
  • Develop and manage agency capital budgets and capital projects within established budgets.
  • Plan, design, estimate, organize, administrator, and inspect major and minor capital building, remodeling, and repair projects.
  • Maintain accurate fiscal records. Prepare fiscal capital budget requests and other reports, as required.
  • Plan, organize, and direct maintenance work, including custodial services, building maintenance, environments and hazardous and other waste management and recycling, energy conservation, grounds maintenance, HVAC systems management, electrical plumbing, fire and security alarms, and elevator systems management.
  • May be delegated Appointing Authority status to review internal, contractor, and/or student investigations, and may be required to provide findings and, if/when necessary, determine the sanction.
  • Serve as the Management Liaison/Delegated Authority on the WSCJTC Safety Committee, where they will be looked upon to bring recommendations made by the Committee to the Executive Staff.
Qualifications
Required Qualifications/Experience:
  • Bachelor's degree in related field or an equivalent combination of education and/or experience.
  • Ten years of progressively responsible senior level management experience (or equivalent level of practical experience) managing plant, fleet, capital projects, maintenance, and/or construction.
  • Demonstrated exceptional understanding of complex capital finance and planning matters; experience in the planning, delivery, maintenance and operations of facilities, infrastructure and grounds; experience with complex issues surrounding public safety.
  • Ability to manage multiple complex projects with varying scope of multiple stages of completion. Effective organizational, prioritization, and multitasking skills are required. Flexibility and capability to adapt to changing priorities and schedules.
  • High-level experience in the administration of complex organization, including planning, organizing, and directing a diverse workforce.
  • Sophisticated skills in strategic planning, systems planning, and change management.
  • Demonstrated ability to conceptualize broad institutional goals and systematically analyze complex issues and data.
  • Excellent verbal and written skills; excellent interpersonal skills; and an in-depth understanding of organizational dynamics.
  • Must comprehend executive management goals and objectives and must be able to clearly articulate these to a broad range of audiences, and on a wide range of capital planning, facilities, and safety issues.
  • Knowledge of current federal, state, and local laws and regulations related to the functions of this position.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
Preferred/Desired Qualifications:

Working knowledge of advanced management principles. Cost-saving techniques involving complex contract negotiations, state, county, and federal codes, including construction, health, fire, mechanical, electrical, plumbing, and life safety.


Labor and Industry, OSHA, WISHA, communication techniques; budget management, cost-analysis; and knowledgeable of Department of Ecology, Environmental Protection Agency, the Shephard Act, and the Americans with Disabilities Act.


Working knowledge of facilities safety and security principles, financial planning, environmental and energy conservation techniques, waste/hazardous waste/recycle techniques, and customer service principles.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.


Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
