Proposal Manager

Clearance: Not required (ability to obtain) As a Proposal Manager, you will be responsible for leading the development and submission of proposals in response to government/commercial solicitations. You will lead cross-functional teams, including subject matter experts, writers, and reviewers, to ensure the timely submission of high-quality proposals that meet all requirements and specifications set forth by government agencies. The successful candidate will possess strong project management skills, excellent communication abilities, and a deep understanding of government procurement processes. Responsibilities

1. Conduct thorough reviews of solicitation documents to identify requirements, evaluation criteria, and potential risks, and develop strategies to address them effectively.
2. Lead the end-to-end proposal development process, from pre-proposal planning to submission, ensuring compliance with all solicitation requirements and deadlines.
3. Collaborate with internal stakeholders, including sales, subject matter experts, and legal teams, to gather necessary information and develop compelling proposal content.
4. Develop and maintain proposal schedules, outlining key milestones and deadlines, and coordinate with team members to ensure timely completion of all tasks.
5. Manage proposal kick-off meetings and regular progress meetings to keep team members informed and engaged throughout the proposal process.
6. Write, edit, and format proposal sections as needed to ensure clarity, consistency, and compliance with solicitation requirements.
7. Oversee the preparation of supporting documentation, including resumes, past performance references, and cost/price volumes, working closely with relevant team members to ensure accuracy and completeness.
8. Coordinate with subcontractors and partners as necessary to obtain required proposal inputs and ensure alignment with overall proposal strategy.
9. Conduct thorough reviews of completed proposals to ensure quality, compliance, and responsiveness to solicitation requirements.
10. Serve as the primary point of contact for government agencies during the proposal process, responding to inquiries and clarifications in a timely and professional manner.
11. Support post-submission activities, such as debriefings and proposal revisions, as needed to address feedback and improve future proposal efforts.
12. Stay current on government procurement trends, regulations, and best practices, and provide guidance to internal teams on how to adapt proposal strategies accordingly.

1. Bachelor's degree in a relevant field (e.g., Business Administration, Public Administration, Communications) required; advanced degree preferred.
2. Two years of previous technical architecture background preferred.
3. Minimum of 5 years of experience in government (both Federal and State) proposal management, preferably in a similar industry or field.
4. Strong understanding of DoD procurement processes, including familiarity with Federal Acquisition Regulation (FAR) and other relevant regulations and guidelines.
5. Proven track record of successfully managing and winning government proposals, including experience with various contract types (e.g., fixed-price, cost-reimbursement, IDIQ).
6. Excellent project management skills, with the ability to prioritize tasks, manage multiple deadlines, and coordinate cross-functional teams effectively.
7. Exceptional written and verbal communication skills, with the ability to distill complex information into clear and persuasive proposal content.
8. Detail-oriented with a strong commitment to quality and accuracy in all aspects of proposal development.
9. Proficiency in Microsoft Office Suite and other relevant software tools (e.g., Adobe Acrobat, SharePoint) required.
10. Strong interpersonal skills and the ability to work collaboratively with diverse teams in a fast-paced, deadline-driven environment.
