Director of Human ResourcesResponsible for planning, coordinating and supervising the human resource functions to enhance the morale of District personnel, promote the overall efficiency of the District and maximize the educational and support personnel available for the School District.Minimum Qualification Requirements:Minimum of four years successful administrative and staff supervision experience required.Four years successful experience in benefits, compensation, personnel and employee relations management or school administration experience required.Three years of experience in the recruitment of qualified staff required.Three years of experience utilizing a Human Resource database required.Experience with Alaska Department of Education and Early Development certification requirements.Prior experience with the North Slope Borough School District preferred.Preference:Inupiaq speaking and cultural experience preferred.Essential Duties and Responsibilities:Interpret, articulate and enforce applicable federal laws, state statutes, negotiated agreements and other personnel related documents.Work with administrators to help them interpret and enforce applicable state laws, negotiated agreements and other personnel related documents.Maintain a current District database on the status of all current employees that is available to all District administrators.Support the administrators with their Level 1 Compliant and Grievances processes.Within the first two years of employment with the NSBSD the employee must complete an NSBSD approved introductory course in the Iñupiaq language. Registration or tuition fees associated with the course will be covered by the NSBSD.Provide technical assistance to the Superintendent, School Board and other administrators regarding personnel policies.Effectively interface with administrators and the Business Office regarding staffing including transfers, hiring, terminations, promotions and leaves of absence.Monitor all employee evaluations in cooperation with the administrative divisions.Ensure the development and maintenance of the District's Affirmative Action Plan.Effectively coordinate with M&O to ensure that staff are met, provided housing and transportation when needed, when they arrive in town.Implement procedures for the collection, maintenance, verification, confidentiality, use, dissemination, and disposition of personnel records.Recommend and promote motivational strategies for the improvement of employee morale.Serve as a resource person for collective bargaining negotiations.Prepare and distribute recruiting materials.Develop new hire in-services, District-wide in-services, help the administrators develop in-service activities, and maintain the District's records regarding required personnel training.Supervise and evaluate Human Resource department staff.Adhere to all District policies and regulations.Perform such other tasks and assume other responsibilities as the supervisor may assign.Physical Requirements:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to travel within and outside of the North Slope Borough School District. The employee must be willing and able to fly in small and large commuter planes. The noise level in the work environment is usually quiet.Requirements:High School Diploma or GED required.Three years secretarial/clerical experience required.Experience in a personnel or human resource office preferred.Excellent customer service skills required.Professional image required.Valid Alaska Driver License Required.Strong verbal and interpersonal skills required.Preference:Inupiaq speaking and cultural experience preferred.Knowledge, Skills, and Abilities for Position:Working knowledge of federal, state, and local personnel/human resource policies and proceduresWorking knowledge of use of personal computer and standard word processing and spreadsheet software to prepare memoranda and reports suitable for general distribution (Excel, Word)Ability to read, explains, and applies complex rules, regulations and procedures.Ability to communicate effectively with others, orally and in writingAbility to maintain effective working relationships with a variety of individualsAbility to deal firmly and tactfully with employees and managers Ability to write clearly and conciselyAbility to work effectively under pressureAbility to develop procedures and methodsAbility to analyze situations accurately and take prompt, effective actionAbility to accurately figure contracts and related documentsEssential Duties and Responsibilities:Accurately input data in the Human Resources System (Tyler Technologies).Review and process personnel action forms and all other hiring/termination forms for classified and temporary positions.Assist with maintaining and tracking temporary hire lists and filling temporary positions.Prepare documents, compile material, and assist with the annual job fairs.Prepare and submit Department of Education & Early Development, Classified Staffing Report, and other reports as needed.Assist in preparing ad hoc data reports to the Superintendent, Human Resources Director and Board of Education.Ensure that all employees receive an annual evaluation pursuant to District policies.Monitor the status of information with timelines.Prepare hiring documents for employees as needed.Prepare added duty contracts.Maintain classified employee job descriptions.Advertise District classified vacancies as needed.Interface with employees and the public regarding questions on personnel procedures.Maintain employee and applicant files.Maintain accuracy and confidentiality of current and archived personnel filing systems.Analyze applications and/or personnel forms to ensure that they are accurate and complete.Maintain a high level of confidentiality with personnel records and information.Schedule appointments, make travel arrangements, and assemble material for meetings.Administer drug and alcohol tests utilizing federal drug and alcohol testing procedures as needed.Calibrate and verify the evidential breath alcohol-testing devices as required and maintain quality control standards of the device.Research and complete verifications of service as necessary.Conduct temporary and permanent hire orientation when necessary.Cross train with other employees within the department and provide coverage as needed.Village travel as needed.Perform receptionist duties as required.Perform other duties as may be assigned.Adhere to all District policies and regulations.Physical Requirements:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
