PROGRAM ANALYST

Summary Program Analyst in the Public Works Directorate Business Line of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND HAWAII. Duties Initiate, manage, execute, and report NAVFAC fund sources including Mission Funds, CNIC, Reimbursable, and others. Support managers with development and input into the Budget Allocation Plan (BAP), Operating Target (OPTAR), and other resource management tools. Responsible for funds workflow, process funding requests, and coordinate recapturing of unused funds. Utilize various programs to gather relevant data for analyses, improvement efforts, and program optimization. Collect, review, and analyze data to produce reports, briefs, and recommend program and process improvements. Qualifications At least one year of specialized experience at or equivalent to the GS‑09 grade level in federal service or equivalent private/public sector experience. Experience identifying military facility/operation requirements and ensuring financial resource availability for required repair/maintenance through government financial planning. Experience utilizing performance metrics, KPIs, data gathering and analytics, presenting recommendations, and exercising sound judgement. Experience tracking program resources and analyzing and recommending decisions for timely program financial success. Knowledge of administrative laws, policies, regulations, and precedents. Resume must document and support the above experience. Education Doctoral degree (Ph.D. or equivalent) or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. LL.M. degree related to the position, or a combination of education and experience that equals one year of experience (percentage of education plus percentage of experience must equal 100%). Additional Information Position is covered by the Department of Defense Priority Placement Program. The role may require uncommon tours, including nights, weekends, and holidays. Overtime or night differential pay and/or unusual duty hours may be required.
