The Housing Division (HD) The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness. The Data & Performance Unit (DPU) The Data & Performance Unit (DPU) within the Housing Division (HD) is responsible for large scale system-wide initiatives related to homelessness and housing data systems, analysis, research, evaluation, and technical assistance. DPU teams work to support communities by: Strengthening data collection methods Safeguarding the privacy and security of protected data Improving data quality and data literacy Producing actionable and accessible analysis Evaluating performance and disparities, and Providing technical assistance to strengthen responses to homelessness and housing crisis The Youth and Young Adult (YYA) Data Team Manager provides strategic leadership for the DPU Youth and Young Adult Data Team to strengthen HMIS data quality, expand data literacy, and improve the collection, analysis, and use of data across Washington's Office of Homeless Youth (OHY) funded programs. This position leads the development and implementation of statewide data quality improvement strategies, technical assistance, training, and analytical initiatives that enable providers, communities, and state leadership to make informed, data-driven decisions that improve outcomes for youth and young adults experiencing homelessness. The manager oversees a multidisciplinary team responsible for HMIS technical assistance, training, analytics, and performance monitoring, while fostering collaboration with OHY, HMIS administrators, community partners, and young people with lived experience. Through leadership of data-informed system improvement efforts, including Built for Zero initiatives, this position advances equitable, trauma-informed data practices and supports the goal of making youth homelessness rare, brief, and one-time. Supervise and Lead Youth and Young Adult Data Team Supervise, mentor, and evaluate Youth and Young Adult Data Team staff through regular meetings, performance evaluations, and coaching to ensure high-quality performance and achievement of program objectives. Establish work priorities, assign and monitor workload using work plans, project tracking tools, and program priorities to ensure timely completion of assignments and effective program operations. Support employee development by identifying training needs, coordinating professional development opportunities, and providing ongoing guidance to strengthen staff knowledge, skills, and performance. Foster a collaborative, inclusive, and high-performing team environment by facilitating communication, promoting continuous improvement, and encouraging accountability to achieve program goals. Lead Statewide HMIS Data Quality and Data Literacy Initiatives Develop and implement statewide strategies to improve HMIS data quality, completeness, accuracy, and timeliness among OHY-funded programs. Direct the design and delivery of HMIS training, onboarding, and technical assistance tailored to the unique data collection requirements of youth and young adult programs. Ensure training and technical assistance incorporate trauma-informed, culturally responsive, and youth-centered data collection practices. Monitor statewide data quality trends and develop targeted improvement plans for agencies requiring additional support. Oversee the production of training curricula, technical assistance resources, guidance documents, and best practice materials. Oversee Data Analysis, Reporting, and Performance Measurement Oversee the development, production, and dissemination of legislatively mandated and federally required reports, dashboards, visualizations, and analytical products related to youth and young adult homelessness. Oversee the development and production of bi-annual reporting on youth and young adult homelessness in Washington and comprehensive analysis of the youth and young adult homelessness response system. Oversee the development and implementation of OHY performance requirements and performance monitoring process in compliance with RCW 43.330.700 and RCW 43.330.705. Ensure data products and monitoring reports accurately communicate program performance, system outcomes, and emerging trends. Monitor reporting quality, timeliness, and consistency to support evidence-based decision-making Support actionable research that measures progress toward Functional Zero and other system improvement initiatives. Present analytical findings and recommendations to executive leadership, other state agencies, and community partners. Lead Strategic Planning and Cross-Agency Collaboration Partner with OHY, HMIS administrators, Continuums of Care, and community organizations to strengthen statewide data capacity. Support statewide initiatives including Built for Zero and other collaborative system improvement efforts. Coordinate with OHY team managers and other agency partners to align data initiatives with program priorities. Develop annual work plans, budgets, performance metrics, and project schedules for the YYA Data Team. Monitor emerging federal and state HMIS requirements, best practices, and trends affecting youth homelessness data systems. Represent the agency on statewide committees, workgroups, and meetings related to HMIS, youth homelessness, and performance management. Build collaborative relationships that promote consistent data standards and shared learning across the homelessness response system. Ensure analytical products and technical assistance reflect the unique needs and experiences of youth and young adults experiencing homelessness. Required Position Qualifications Nine (9) years of combined professional-level experience and/or education involving program management, project management, policy development, compliance monitoring, technical assistance, performance management, or administration of homelessness, housing, human services, or related publicly funded programs and: Three (3) or more years (full time equivalency) of professional-level experience that includes following: Supervising professional staff or leading complex projects involving multiple stakeholders.
