Sr. Manager, HR Business Partner Operations

Position Summary Senior Manager, Human Resources Business Partner, Manufacturing & Technical Operations is a strategic and hands‑on HR leader supporting manufacturing, technical operations, engineering, business excellence, and co‑manufacturing teams across Valencia A and San Fernando sites. Accountable for aligning talent, workforce planning, organizational capability, culture, and HR priorities with business needs while translating business priorities into practical people strategies. Responsibilities Serve as the primary HR Business Partner for assigned California manufacturing and supply chain functions, providing strategic advice and day‑to‑day HR support. Partner on organizational design, role clarity, operating model changes, team effectiveness, leadership transitions, and capability building. Lead and support change‑management plans for site initiatives, process improvements, system changes, and other organizational changes. Lead and execute priority talent and people initiatives, including front‑line supervisor training, coaching clinics, career development pathways, and other talent‑management programs. Use business insights, data, metrics, and employee feedback to identify trends, anticipate risks, and recommend proactive HR solutions. Support execution of key HR processes: performance management, merit and compensation planning, talent reviews, succession planning, development planning, performance calibration, and engagement action planning. Partner with Talent Acquisition and business leaders to assess staffing needs, strengthen pipelines, improve hiring outcomes, and attract diverse, high‑performing talent. Partner with Talent & Organization Development to identify leadership development needs, support training, strengthen manager capability, and build high‑performing teams. Assess engagement and organizational health across assigned sites and client groups; partner on action plans that strengthen employee experience, retention, inclusion, accountability, and performance. Advise on complex employee‑relations matters, including investigations, performance concerns, grievances, conflict resolution, accommodations, and employment decisions. Apply knowledge of federal, California, and local employment laws and manage employee‑relations issues typical in manufacturing environments. Maintain operational excellence across HR processes, documentation, compliance, and site support activities. Partner with HR Centers of Excellence (Talent Acquisition, Total Rewards, Talent & Organization Development, Employee Relations, Legal, Compliance, People Operations) to deliver integrated HR solutions. Minimum Qualifications Bachelor’s degree in Human Resources, Business Administration, Psychology, Organizational Development, or related field (master’s degree preferred); HR certification (e.g., SHRM‑SCP, SHRM‑CP, SPHR, PHR) preferred. 8–10 years of progressive HR experience, including significant HR Business Partner experience with complex client groups. Experience partnering with senior leaders, directors, managers, supervisors, and frontline employees. Experience supporting manufacturing, operations, technical operations, engineering, supply chain, quality, life sciences, pharmaceutical, biotech, medical device, food manufacturing, or other regulated environments. Experience supporting multi‑site client groups while balancing strategic partnership with operational execution. Demonstrated experience managing complex employee‑relations matters, investigations, performance issues, accommodations, and corrective actions. Experience leading or supporting talent reviews, succession planning, performance calibration, merit planning, leadership development, and engagement planning. Strong business acumen with ability to understand operational priorities and workforce implications. Proven ability to build trust, coach leaders, influence decisions, and provide practical, business‑aligned HR solutions. Excellent verbal and written communication skills; collaborative and enterprise‑mindset HR partner. Spanish‑speaking ability preferred. Requirements Regular onsite presence and active HR support across assigned California locations (Valencia A, Valencia W, SanFernando). Ability to support urgent business and operational needs outside standard business hours. Ability to work effectively in office, manufacturing, production, laboratory, warehouse, and other site environments. Confidentiality and discretion required. Compliance with company policies, site procedures, safety requirements, cGMP processes, and regulatory expectations. Physical Requirements General office and manufacturing environment; ability to sit for extended periods and move throughout facilities. Use of computer and standard office equipment. Travel between assigned California sites and outside meetings may be required. Compensation & Benefits National Target Base Pay Range: $120,000 – $200,000 (California and NewYork metro: $133,000 – $221,000). Compensation considers geographic location, education, experience, qualifications, and job‑related skills.
