Program/Financial Analyst 2

General Job Summary

The Program/Financial Analyst 2 will support the business development (BD) team in planning, coordinating, and executing strategic growth initiatives under the guidance of their manager. The incumbent will provide analytical, operational, and project management support across the business development lifecycle, including opportunity tracking, capture support, proposal development, customer engagement, teaming, and internal coordination. This position serves as a key liaison among BD, technical teams, finance, contracts, procurement, and external partners to help position the organization for successful pursuit and execution of new business opportunities.

Key Responsibilities

BD Project Management and Execution

Manage assigned BD projects, pursuits, and strategic initiatives, including development and maintenance of schedules, milestones, deliverables, action items, and status reports.

Support opportunity identification, qualification, and tracking activities; maintain accurate pipeline, capture, and proposal data in applicable systems and reports.

Coordinate pursuit activities to ensure technical, pricing, staffing, contractual, and management inputs are aligned with customer requirements and submission deadlines.

Assist with development and execution of capture plans, proposal plans, win themes, customer engagement plans, and other pursuit-related materials.

Track pursuit budgets, labor, consultant, travel, and other BD expenses; assist with forecasting and reporting as required.

Support the review, coordination, and execution of teaming agreements, non-disclosure agreements, subcontracts, and other pre-award partnership documentation in coordination with contracts, legal, procurement, and program personnel.

BD Support and Analysis

Analyze market, customer, competitor, pipeline, and pursuit data to support BD strategy, prioritization, and management decision making.

Develop and maintain dashboards, reports, briefings, and executive summaries related to opportunity status, pipeline health, capture progress, proposal performance, and key BD metrics.

Create, review, and edit customer-facing slide decks, capability briefings, white papers, proposal materials, and other BD communications.

Research customer missions, priorities, acquisition forecasts, funding trends, competitive landscapes, and industry developments to identify potential business opportunities and inform pursuit strategies.

Assist with preparation for customer meetings, industry events, gate reviews, color team reviews, and internal BD meetings; capture decisions, action items, and follow-up requirements.

Draft and edit meeting reports, call plans, trip reports, correspondence, and other written materials in support of customer engagement and business-development activities.

Cross-Functional Coordination

Coordinate with technical teams, program management, finance, contracts, procurement, legal, human resources, and other internal stakeholders to support opportunity qualification, capture, and proposal development.

Facilitate clear and timely communication among internal teams and external partners to ensure pursuit objectives, roles, deadlines, and deliverables are understood and achieved.

Support proposal and capture meetings, weekly standups, milestone reviews, and leadership briefings, including agenda development, scheduling, meeting coordination, and action-item tracking.

Assist in identifying schedule, resource, staffing, operational, and compliance risks that may affect BD pursuits; recommend and help implement practical solutions.

Coordinate with teaming partners, subcontractors, consultants, and other external stakeholders, as assigned, to support proposal inputs, partner communications, and pre-award activities.

Administrative and Miscellaneous Duties

Manage correspondence, calendars, records, shared files, and action item trackers associated with assigned BD activities.

Assist management with evaluating priorities, assigning action items, and monitoring follow-through on time-sensitive BD requirements.

Maintain organized, accurate, and current documentation related to opportunities, proposals, customer interactions, and BD decisions.

Perform other duties and special projects as assigned to support the overall success of the BD team and organization.

Required Experience:

Competencies and Qualifications

Education

Bachelor's degree in business administration, marketing, communications, project management, engineering, finance, or a related field.

Master's degree or relevant professional certification is preferred.

Experience

Three to five years of relevant experience supporting BD, capture management, proposal development, program management, project coordination, or related activities within a technical, government contracting, engineering, or professional services environment.

Experience supporting proposals, customer-facing materials, opportunity pipelines, capture activities, or cross-functional project teams is preferred.

Familiarity with contract types, pre-award business processes, pricing inputs, teaming arrangements, and subcontractor coordination is preferred.
