ABOUT HASC

The Hospital Association of Southern California (HASC) is a not-for-profit 501(c)(6) regional trade association founded in 1923. HASC leads, represents, and serves hospitals and health systems across Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara, and Ventura counties.
HASC works with hospital leaders, policymakers, community partners, and the California Hospital Association (CHA) and the two other regional hospital associations:  Hospital Council of Northern & Central California and the Hospital Association of San Diego & Imperial Counties, to improve the operating environment for hospitals and advance health and health care in the communities they serve. Its work spans advocacy and public policy, membership services, education, operational programs, communications, and other resources that help hospitals navigate a complex and rapidly changing health care environment.

THE OPPORTUNITY

The Regional Vice President (RVP), Inland Empire serves as HASC's regional executive for Riverside and San Bernardino counties, representing hospitals and health systems on local public policy, advocacy, operational, and access-to-care issues.
Working with HASC leadership and hospital executives, the RVP develops regional consensus, leads advocacy strategy, monitors local government action, represents HASC on regional boards and workgroups, and builds relationships with elected officials, public agencies, health plans, medical societies, business organizations, and community partners.

WHAT YOU'LL DO

The following responsibilities represent the essential functions of the position.

Regional Advocacy and Policy

• Represent member hospitals before county and city elected officials, appointed leaders, agencies, health plans, and other regional decision-makers.
• Directly lobby and develop advocacy strategies through coalition building, public comment, written communication, education, and stakeholder engagement.
• Monitor local budgets, ordinances, ballot measures, regulatory proposals, funding actions, and other developments affecting health care delivery and member hospitals.
• Track and assist in implement statewide legislation in conjunction with CHA.

Member and Stakeholder Leadership

• Build strong relationships with member hospital executives and convene regional committees and workgroups to identify issues, develop consensus, and coordinate advocacy priorities.
• Serve, where appropriate, as HASC's representative on regional boards, councils, advisory committees, workgroups, and government task forces.
• Develop strategic relationships with local government, health plans, medical societies, business organizations, community partners, and other stakeholders.

Regional Operations and Communication

• Coordinate with HASC leadership and CHA counterparts on regional implications and local implementation of broader policy developments.
• Report regional accomplishments, government developments, hospital activities, and member priorities through HASC leadership and member communications.
• Manage regional office staff and budgeted resources and support HASC’s political action committee, HASCPAC, member engagement, and organizational strategic initiatives.

WHAT YOU BRING

Required Skills and Capabilities

• Strong knowledge of hospitals, health care delivery, county and city government, and the regulatory and political environment affecting hospitals.
• Demonstrated strength in government relations, coalition building, consensus development, public speaking, negotiation, and grassroots advocacy.
• Excellent written and verbal communication skills, including the ability to explain complex policy issues clearly and persuasively.
• Ability to analyze emerging issues, develop advocacy strategy, manage competing priorities, and exercise sound political judgment.
• Ability to build trusted relationships with hospital executives, elected officials, agency leaders, community partners, and other stakeholders.
• Strong planning, budgeting, meeting facilitation, and staff/office management skills.

Preferred Education and Experience

• Bachelor's degree in health care, public policy, business administration, or a related field required; master's degree preferred.
• At least five years of experience in hospital, health care, public policy, or government relations, including management-level experience.

• Is persuasive in public, diplomatic in coalition settings, and disciplined about follow-through behind the scenes.
• Balances the distinct needs of two large counties while keeping HASC's broader strategic priorities in view.

WORK AND TRAVEL REQUIREMENTS

This is a hybrid regional position serving Riverside and San Bernardino counties. Remote work is generally available on Fridays, subject to organizational needs. Frequent travel throughout the Inland Empire is required for member, government, coalition, and community meetings, with occasional travel elsewhere in Southern California or beyond.

PHYSICAL REQUIREMENTS

This position regularly requires working with electronic and written information, participating in virtual and in-person meetings, public speaking, and regional travel. The employee must be able to perform the essential functions of the position with or without reasonable accommodation.
