Under the direction of the Airfield Program Manager, the 5504 Project Manager II will assist in overseeing and managing all phases of the projects, from programming and design through construction and closeout. The position is responsible for maintaining schedule and budget control, communicating Airport requirements to project teams, coordinating Airport stakeholder involvement, and reporting project status and issues to Airport Management. The essential functions and duties of the position include: Plan, organize, and deliver complex airport engineering projects from planning and design through construction and closeout. Manage project scope, schedule, budget, funding, and change control to meet Airport and FAA requirements. Define and document project purpose, objectives, and technical requirements in coordination with SFO Operations and Maintenance. Assess existing airfield pavement, lighting, and infrastructure conditions and evaluate feasible improvement alternatives. Provide technical oversight and leadership to consultants, designers, contractors, and multidisciplinary internal teams. Serve as the primary point of contact for internal stakeholders, regulatory agencies, and external partners. Coordinate environmental review, permitting, and regulatory approvals as required for project delivery. Identify construction impacts and develop mitigation strategies to minimize operational and airfield disruptions. Oversee development of construction documents, procurement, bidding, and contract award activities. Monitor project performance and report status, risks, issues, and progress to Airport Management. Rehabilitation of pavement, lighting, and drainage at the intersection of Taxiways A, B, E, and F to improve safety, efficiency, and FAA compliance. Runway 1R-19L Rehabilitation & Taxiway W Project Rehabilitation of Runway 1R–19L and associated taxiways, including pavement repairs, lighting and signage upgrades, construction of Taxiway W, removal of Taxiway F1, and EMAS safety area repairs to enhance safety and operations. Taxiways A and B Rehabilitation, Phase 2 Project Rehabilitation of select sections of Taxiways A and B near Terminals 1 and 3, including pavement, lighting, markings, and utilities to restore pavement condition and meet FAA standards. How to qualify Minimum Qualifications: Bachelor's Degree in architecture, engineering or planning and four (4) years of responsible professional experience in architectural , engineering or construction management plus two (2) years of additional project coordination experience; OR A Bachelor's Degree in another field and six (6) years of responsible professional experience in a field directly related to the project plus two (2) years of additional project coordination experience; OR Eight (8) years of architectural, engineering , or construction management experience in a field directly related to the project plus two (2) years of additional project coordination experience; OR California registration as professional engineer or architect plus two (2) years of project coordination experience Note : Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One-year full‑time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40‑hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full‑time employment. Desirable Qualifications: As applicable to assigned project: Experience in airfield planning, design, and construction, including operational requirements, aviation planning standards, and supporting infrastructure. Experience in public speaking and delivering technical presentations to diverse stakeholders. Proven experience managing capital project budgets, cost forecasts, schedules, and financial controls. Experience delivering projects using CM/GC (CMAR) or other alternative project delivery methods. Ability to work effectively in a collaborative, integrated, multidisciplinary team environment. Experience delivering federally or state‑funded capital projects, including FAA and DOT grant‑funded programs. Experience managing horizontal infrastructure projects such as roads, highways, and airfield improvements. Knowledge of public‑sector procurement and contracting processes, including City and County of San Francisco contracting requirements. Experience with airport or flight operations and coordination within an active airfield environment. Familiarity with FAA airfield infrastructure systems, including navigational aids (NAVAIDs) and runway status lighting systems (RWSL). Experience managing and overseeing consultant support service teams, including scope development, performance oversight, and coordination across multiple disciplines.
