You are an experienced Program Manager and people leader with a strong background in healthcare claims, medical billing, insurance recovery, legal support, or case management operations. You are organized, accountable, and comfortable balancing personnel management, workforce scheduling, operational workflows, quality control, contract reporting, security compliance, and customer communication.
You understand the federal contracting environment, and a hands on leader who can manage a large hybrid workforce, resolve staffing challenges, and ensure the team consistently meets contractual, quality, and performance requirements.
How You Will Make An Impact
You will lead Lawelawe Training Services’ delivery of Medical Claims Examiner Support Services. You will oversee a large team responsible for supporting medical claims, healthcare cost recovery, and related administrative activities.
You will ensure contract personnel are properly staffed, trained, equipped, and positioned to provide accurate, timely, secure, and compliant support. Your leadership will directly contribute to successful contract performance, operational continuity, workforce accountability, and responsible stewardship of government resources.
Responsibilities
- Serve as primary point of contact for the Contracting Officer’s Representative and other designated government stakeholders.
- Manage overall contract performance, staffing, scheduling, deliverables, reporting, quality, and customer communication.
- Provide direct supervision and daily leadership to contractor personnel assigned to the program.
- Plan, assign, and monitor daily claims-support activities, workload distribution, productivity, and operational priorities.
- Develop and manage hybrid work schedules based on contract requirements, operational needs, and available government workspace.
- Ensure sufficient qualified personnel are available to meet contractual staffing, labor-hour, productivity, and service requirements.
- Manage employee leave, absences, performance concerns, vacancies, and replacement actions to maintain operational continuity.
- Coordinate recruiting, onboarding, training, credentialing, and workforce-transition activities.
- Develop, implement, monitor, and enforce the contract Quality Control Plan.
- Review work products and deliverables for accuracy, completeness, timeliness, and contractual compliance.
- Identify performance concerns, implement corrective actions, and monitor results.
- Track staffing, recruiting, training, productivity, quality, security, financial-recovery, and contract-performance metrics.
- Prepare and submit required monthly status reports, staffing rosters, training records, productivity reports, financial-recovery reports, and other contract deliverables.
- Maintain accountability for government-furnished laptops, equipment, credentials, peripherals, and other assigned property.
- Coordinate government onboarding, background investigations, credentialing, system-access requests, and mandatory training.
- Monitor credential expiration dates, required training, and employee system-access requirements.
- Ensure compliance with HIPAA, the Privacy Act, and applicable requirements for safeguarding Personally Identifiable Information, Protected Health Information, Controlled Unclassified Information, and other sensitive government data.
- Ensure personnel comply with applicable nondisclosure, privacy, information-security, and records-handling requirements.
- Support contract transition-in and transition-out activities, including staffing, training, knowledge transfer, credential return, account deactivation, and government property reconciliation.
- Maintain professional, timely, and responsive communication with government stakeholders and Lawelawe leadership.
- Identify and prepare a qualified alternate to perform Program Manager responsibilities during scheduled or unexpected absences.

The Team
Lawelawe Training Services is an SBA Certified 8(a) Native Hawaiian Organization-Owned Small Disadvantaged Business specializing in services for federal government customers, including program management and business transformation, human capital and training, digital solutions, and medical staff support.
Here’s What You Need
- Bachelor’s degree in business administration, healthcare administration, management, or a related discipline.
- Project Management Professional certification highly desired
- Minimum of five years of project or program management experience, including at least two years of direct personnel supervision experience.
- Experience managing personnel responsible for medical claims processing, medical billing, healthcare administration, insurance recovery, legal support, or case-management services.
- Experience managing a team of 25 or more employees, including staffing, scheduling, performance management, workload distribution, and hybrid workforce operations.
- Experience supporting the Defense Health Agency or other federal healthcare customer.
- Familiarity with Medical Affirmative Claims, Third-Party Collection, healthcare cost-recovery, or comparable insurance recovery programs.
- Experience working in a federal government contracting environment and managing contract performance requirements.
- Experience administering government quality control plans, monthly status reports, Contract Data Requirements List deliverables, personnel rosters, performance metrics, and property-accountability requirements.
- Familiarity with ACMP, ABACUS, DEERS, GFEBS, JLV, MHS GENESIS, PEPR, or similar healthcare, financial, eligibility, and claims-management systems.
- Experience supporting contract transitions, workforce ramp-ups, employee onboarding, credentialing, mandatory training, and government system-access processes.
- Experience handling HIPAA protected information, Personally Identifiable Information, Protected Health Information, Controlled Unclassified Information, and other sensitive government data.
- Strong organizational, analytical, problem-solving, written communication, and interpersonal skills.
- Ability to manage competing priorities, resolve workforce challenges, and meet established performance and reporting deadlines.
- Proficiency with Microsoft Office applications, including Word, Excel, Outlook, Teams, and SharePoint.
- Residence within the San Antonio commuting area or willingness to relocate
- Ability to obtain and maintain required government credentials and system access and comply with applicable nondisclosure, privacy, and information-security requirements.
- Public Trust or ability to successfully complete a government background investigation
- Must be a US Citizen
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Position Type/Expected Hours of Work
This is a full-time hybrid position, contingent upon contract award, Government approval, and availability of contract funding. Typical days and hours of work are Monday through Friday and may require overtime occasionally. Evening and weekend hours as required by business need. Employees must reside within the local commuting area of San Antonio, Texas. Employees will work on-site according to a rotating schedule and may telework from an approved location on other scheduled workdays.
