Manager, Comprehensive Literacy State Development Grant

Position Overview The mission of the Office of Teaching and Learning (OTL) is to provide educators with curricular resources, academic programs, and aligned professional development to ensure rigorous and joyful learning experiences for every student. OTL team members support school‑based staff in implementing DCPS's existing academic programs while simultaneously working to rethink and redesign school programming, academic and curricular resources, and educator professional development. Divisions Content and Curriculum – Sets the vision for equity and excellence for each content area in DCPS schools by researching, creating, and curating curricular materials and providing aligned professional development. Supports schools and develops curriculum and programming in arts, health, physical education, library programs, STEM, global programs, advanced and enriched instruction, and curriculum and assessment innovation. Early Childhood Education – Supports schools and families in providing comprehensive learning experiences that foster confidence and independence for Pre‑K students. Manages early stages programming and Head‑Start grant implementation for children ages 2 years 8 months through 5 years 10 months, and meets IDEA Part B requirements for a comprehensive child‑find system. Language Acquisition – Welcomes families of linguistically and culturally diverse backgrounds, leads the identification of Multilingual Learner (ML) students, and supports schools in developing programs that support English language acquisition and academic growth, including the ELSAP summer program. Provides translation and interpretation resources and manages DC Language Access Act compliance. Professional Learning and Educational Technology – Sets the vision for professional development and creates systems, tools, and structures to increase the efficacy of professional learning initiatives. Leads LEAP, cluster‑based PD, district PD, and other learning opportunities, and enhances alignment of professional learning initiatives and educational technology integration. Specialized Instruction – Reduces the opportunity gap between students with IEPs and their non‑disabled peers through specific academic programming, related services, professional learning, school leadership development, family engagement, dispute resolution, and community partnerships. Grant Program Manager The CLSD Grant Program Manager serves as the primary program manager, coordinator, and point of contact for all CLSD grant activities. Responsibilities include facilitating implementation of grant requirements across participating schools, ensuring compliance with state and federal grant requirements, coordinating professional learning and reporting activities, monitoring progress toward grant goals, maintaining collaboration among internal and external stakeholders, and serving as DCPS's primary liaison to OSSE for CLSD implementation and reporting. Essential Duties and Responsibilities Facilitates implementation of all CLSD grant requirements across participating schools and central office teams to ensure successful execution of grant‑funded initiatives. Serves as the primary point of contact for OSSE regarding all CLSD administrative, reporting, professional development, monitoring, and implementation activities. Coordinates and participates in all required CLSD state reporting, technical assistance, professional development, and administrative activities. Oversees grant compliance and ensures all activities, expenditures, deliverables, and reporting requirements align with OSSE, federal, and district expectations. Develops and manages project plans, implementation timelines, milestone trackers, and monitoring systems to support successful grant implementation and continuous improvement. Coordinates implementation across participating schools and facilitates collaboration among school leaders, instructional superintendents, central office teams, and external partners. Monitors grant budgets, expenditures, encumbrances, and spending timelines to ensure fiscal compliance and effective use of grant resources. Collects, analyzes, and synthesizes implementation and outcome data to support decision‑making, performance monitoring, and required grant reporting. Develops reports, presentations, communications, and implementation guidance for district leadership, school leaders, OSSE, and other stakeholders. Builds strong relationships with internal and external stakeholders, proactively addresses implementation challenges, and supports long‑term sustainability of grant‑funded initiatives. Qualifications Required Qualifications: Bachelor's degree and three to five years of related work experience. Demonstrated experience coordinating complex projects involving multiple stakeholders and competing priorities. Experience developing and managing project plans, implementation timelines, budgets, and monitoring systems. Experience collecting, analyzing, and presenting qualitative and quantitative data to support decision‑making and continuous improvement. Excellent written and oral communication skills, including experience developing reports, presentations, and executive briefings. Strong organizational skills, including attention to detail and the ability to manage multiple deadlines simultaneously. Ability to work independently in a fast‑paced and evolving environment while maintaining a high level of accuracy and responsiveness. Outstanding interpersonal, collaboration, and stakeholder management skills. Demonstrated commitment to educational equity and improving outcomes for historically underserved students. Proficiency with Microsoft Office Suite and project management, data management, and collaboration tools. Preferred Qualifications: Master's degree preferred. Experience managing large‑scale projects, grants, contracts, or strategic initiatives preferred. Experience in education, literacy, school improvement, instructional leadership, or related fields strongly preferred. Strong understanding of grant compliance, reporting requirements, and fiscal accountability practices preferred. Experience working with federal, state, or grant‑funded initiatives. Experience supporting professional learning, implementation science, MTSS, literacy initiatives, or school improvement efforts. Experience working in a large urban school district or educational organization. Teaching, coaching, or school leadership experience preferred.
