The City of San Bernardino Municipal Water Department is seeking a self-starter able to work in a fast-paced environment responsible for supervising, assigning, reviewing, and participating in the work of staff responsible for the development and administration of human resources programs, including but not limited to recruitment and selection, classification and compensation, employee benefits, training and development, employee/labor relations, performance management, training and development, and special programs, ensuring compliance with terms of MOUs and policies and procedures, performing the most technical, complex, and confidential tasks relative to assigned areas. The Human Resources Manager is the supervisorial/managerial level class in the Human Resources series. Work involves responsibility for the application of professional knowledge and skills to various human resources programs and issues. This class is distinguished from the Human Resources Analyst by the Human Resources Manager's overall responsibility, under the direction of the Assistant General Manager, for the program, providing human resources expertise in an advisory role to supervisory and management staff, performing difficult and complex work involving research, analysis, and preparation of sound recommendations at a policy level, and supervision of assigned professional, technical, and administrative staff. The incumbent is expected to use sound independent judgment and frequently and independently carry out general administrative assignments. The ideal candidate will have a valid California driver's license, a bachelor's degree in human resources management, at least 2 years of public sector human resources experience, and proficiency in word processing and database software at an intermediate level. Minimum Qualifications Education: Possession of a Bachelor’s degree or equivalent number of units of completed college coursework in human resources management, psychology, public or business administration, behavioral science, or a closely related field. Experience: Candidates must possess five (5) years of public sector human resources experience, including work in at least three (3) functional areas of HR, such as benefits administration, recruitment and selection, classification and compensation, labor and employee relations, safety and, workers’ compensation, or other related areas. A minimum of one (1) year of this experience must include direct supervision of subordinate employees. Candidates must also demonstrate intermediate-level proficiency in word processing and database software. Eligible candidates who meet the minimum qualifications will remain on the eligibility list for six (6) months. Necessary Special Requirements Possession of a valid Class “C” California driver’s license. For out of state applicants, a valid driver’s license is required and a valid Class “C” California driver’s license must be obtained within ten (10) days of appointment (CA Vehicle Code 12505c). Physical Tasks and Environmental Conditions Work involves exposure to potential physical harm, hazardous chemicals, and infectious disease. There is frequent need to stand, sit, stoop, walk, and perform other similar actions during the course of the workday. Incumbents require sufficient mobility to work in an office setting and operate office equipment, transport materials and supplies weighing up to 25 pounds, and to travel to various locations. Must be able to see in the normal visual range with or without correction with vision sufficient to read small print, computer screens and other printed documents. Retirement for Current Members For employees hired after 1/1/2013 who are current (Classic) members of the California Public Employees’ Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2% @ 55 ; highest single year of compensation. Retirement for New Members For employees hired 1/1/2013 or later and who are not a member of the California Public Employees’ Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% @ 62 ; 3 year final compensation. New members will be obligated to pay 50% of the “normal cost” of their retirement benefits as required by State law.
