Setting and Reporting This position is located in the Office of the Director for Humanitarian Financing and Resource Mobilization Branch (HFRMD) in the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. HFRMD includes humanitarian pooled fund management, partnership and resource mobilization and humanitarian financing and analysis. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.The Programme Management Officer reports directly to the Director of HFRMD. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: • Serves as primary adviser to the Director of Humanitarian Financing and Resource Mobilization on strategic issues, including policy, inter- departmental cooperation, engagement with UN governance bodies and partners, management matters and staff-management relations.• Manages and leads the Office of the Director and its staff, providing guidance to, and supervision of, its staff and working in close coordination with the Office of the ASG and USG• Develops, implements and evaluates assigned programmes/projects; monitors and analyzes developments and implementation; reviews relevant documents and reports; identifies problems and keeps the Director informed on all issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.• Researches, analyzes and presents information gathered from diverse sources, and ensures that the Director is kept fully informed of issues requiring attention and action.• Coordinates policy development, including the review and analysis of issues and trends.• Organizes and prepares written outputs, coordinates, compiles and reviews inputs e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, talking points and briefing notes for the Directors meetings, review, and missions including handling sensitive matters in support of the Director’s programme and its implementation.• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.• Leads and/or participates in large, complex field missions with the Director as requested, including leading coordination of work in advance and follow-up of all aspects of the mission• Establish and maintain contacts with multi stakeholders, member states and/or donors, OCHA staff, government officials, other UN agencies, NGOs, etc. to facilitate collaboration and exchange of information both inside and outside the UN system. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)• Performs other duties as requiredCompetencies•Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Knowledge and understanding of resource mobilization strategies/approaches, humanitarian financing and humanitarian pooled fund mechanisms. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, humanitarian affairs, development or related area is required. Relevant experience working in a senior UN or similar international organization official's front office is required. Experience in humanitarian affairs is required. A minimum of three years’ experience working on humanitarian pooled funds is required. A minimum of three years’ experience in relationship management including demonstrated experience in engaging with multi stakeholders, Member States and/or donors is desirable. Experience supervising and/or coordinating a multi-cultural team is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.Special NoticeAppointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
