Project Coordinator/Manager

Key Responsibilities Provide leadership and direction for assigned TIF-related infrastructure projects. Ensure all projects align with Village priorities, policies, and development goals. Monitor project performance, timelines, budgets, and deliverables. Lead project initiation phases including project scoping, feasibility studies, and planning assessments. Identify risks, constraints, and opportunities during early development stages. Develop project frameworks to guide successful execution. Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs). Oversee the full municipal procurement lifecycle, ensuring compliance with applicable laws and regulations. Evaluate proposals, support selection processes, and recommend vendor awards. Source, onboard, and manage external consultants, engineering firms, and professional service providers. Act as the primary liaison between the Village and third-party stakeholders. Ensure quality, accountability, and timely delivery from all vendors. Serve as the Owner’s Representative across multiple capital improvement or infrastructure projects. Coordinate cross-functional teams including Village staff, consultants, and contractors. Drive project milestones and ensure seamless communication across all stakeholders. Required Qualifications Bachelor’s degree in civil engineering, Community Development, Urban Planning, Project Management, or related field (Master’s preferred). 10+ years of professional experience in infrastructure projects, public works, or community development. Proven experience working in both Public-sector (municipal/government roles) and Private-sector consulting or engineering firms. Strong knowledge of municipal/government procurement processes (mandatory and most critical requirement). Demonstrated experience managing the RFP/RFQ lifecycle. In-depth understanding of public funding programs, including TIF projects.
