The Arizona State Land Department (ASLD) Appraisal Section performs a wide range of advisory, value consultation, review, technical support services, specific appraisals, and administrative services that include the oversight, coordination, and procurement of independent professional appraisal services. Under the direction of the Appraisal Section Manager, the Appraiser II applies traditional appraisal methodologies for the preparation of valuation assignments pertaining to all real estate transactions generated by the Sales & Leasing, Rights-of-Way, & Minerals Sections; reviewing "outside" appraisals to ensure reasonableness of value and conformance with USPAP and ASLD Appraisal Guidelines; advising on selected valuation and evaluation assignments; making recommendations on valuation and evaluation issues relative to disposition alternatives and/or specific elements of each disposition. This position also assists in the collection of economic data in support of the appraisal process.

Job duties include:

• Providing technical and administrative appraisal review services
• Preparing narrative appraisal reports for valuation assignments
• Providing advice and making recommendations on valuation issues
• Assisting in the formulation and implementation of rules, policies, and procedures
• Applying the principles, theories, and concepts of the Arizona Management System
• Other duties as assigned and as related to the position

Knowledge, skills, and abilities include:

• Researching for and writing appraisal reports and restricted use reports in a manner that is in keeping with USPAP and ASLD's Appraisal Guidelines
• Reviewing appraisals from contract appraisers outside of ASLD
• Understanding applicable federal, state, local, and agency rules, regulations, policies and procedures specific to area of assignment
• Understanding Arizona statutes, case law, and administrative rules/regulations applicable to the business of the Department
• Understanding Uniform Standards of Professional Appraisal Practice promulgated by the Arizona Board of Appraisal and the Appraisal Foundation
• Technical writing and proficiency with Google Suite and Microsoft Office (Word & Excel)
• Real estate economic theory
• Research and analysis, utilizing CoStar, Marshall & Swift, and other real estate data sources
• Financial analysis and financial model creation
• Land use planning
• Statistical analysis
• Construction techniques and cost estimation
• Reading and understanding surveys, site plans, and legal descriptions
• Effective oral and written communication
• Time management and organization

Ability to:

• Make independent, logical, and well supported decisions based on both objective and subjective criteria
• Provide effective oral and written communication to supervisors and the public
• Coordinate the accurate and timely flow of information within the section and throughout the Department on section related matters
• Complete the mission of the Department as determined by the Commissioner's Office
• Discuss areas of concern with contract appraisers
• Make recommendations on valuation and economic issues that impact sale, commercial leasing, and right-of-way transactions

Selective preference includes:

• Bachelor's degree and 3 years of experience in the appraisal field as a registered trainee or in a position with an appraiser title.
• Licensed Residential or Certified Residential appraisal license, working toward a Certified General appraisal license.
• Previous right of way valuation experience is a plus (in either appraisal, review, acquisitions, training, and/or education courses related to partial acquisitions and easements/right-of-way).

Pre-employment requirements include:

• Possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.
