Human Resources Specialist IIGrade: 23Salary: $83,260 - $94,803The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified, motivated, and dependable individual to fill a full-time position as a Human Resources Specialist II in our Central Administrative Office. Reporting to the Director of Human Resources, the ideal candidate must have prior HR experience, which will be used to manage the operations of the HR and Payroll staff on a daily basis.This position requires an organized individual with the ability to regularly shift priorities to meet multiple deadlines. Additionally, it requires a self-starter and team player with excellent oral and written communication skills.Duties and Responsibilities:Duties and Responsibilities include:Review biweekly and monthly payroll aspects that include tax pay orders, garnishments, and retirement reconciliationAssist with the intake of immigration forms and visas, including F-1, J-1, H-1Bs and green cardsReview of RFMH compliance documents, employee handbook, labor and law posters, and internal proceduresPreparation and delivery of employee communication to include required annual noticesSupervise staff in the Central Office HR departmentOversight of administration of short-term disability, FMLA and PFLOversight of benefit contributions, deductions, and eligibility, as well as COBRA complianceOversight of unemployment submission, monthly reconciliation and quarterly paymentsOversight of time and attendance systems and labor distribution moduleOversight of the posting, onboarding and offboarding process and employee orientationsPerform the review and intake of performance advance and promotion requestsAnalyze Reasonable Accommodation requestsTesting of Oracle module patchesMonthly benefit billingAnnual reconciliation and preparation of W-2's and form 1042, W-2c's and 1095 formsState quarterly wage reportingEmployment verifications and audit requests including E-VerifyMonitoring of shared mailboxPerform other duties as assigned, including working with groups for the enhancement and/or development of new processes and procedures at the direction of the Director of Human ResourcesOccasional travel to the New York City area or other areas within New York StateMinimum Qualifications:Bachelor's degree, three years of professional human resources experience.Preferred Qualifications:Experience with Oracle HRMS, OTL, and LD modules.HR Certification.Bilingual in English/Spanish.Work Location: 150 Broadway, Menands, NY 12204To Apply: Submit an application through our website at Please note only applications submitted through our website will be considered.Sponsorship Policy: Applicants must be currently authorized to work in the United States.
