Duties

Help

• You will perform and/or advise on work in any of the phases or systems of budget administration.
• You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets.
• You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
• You will perform research, analysis, and interpretation of how new and revised financial policies impact an organization.
• You will conduct performance and financial reviews and validation testing.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, analyzing and resolving a range of financial and budgetary problems such as the development of alternative methods of funding; formulation of budget estimates for programs; and adjusting financial policies in which requirements have changed.

Examples of specialized experience include:

1) Analyzing and recommending costs and benefits of alternative methods of financial management of programs and administrative operations;

2) Interpreting budgetary/accounting policies and practices to resolve technical and operational problems with retail procurement procedures;

3) Presenting and defending budget reports and estimates to senior leadership;

4) Establishing, monitoring, and validating financial management commitments and obligations;

5) Utilizing knowledge of Working Capital and Aircraft Navy (APN)-6 funds.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree

or

Possession of an LL.M. that is related to this position being filled.

or

A combination of experience and graduate education as described above that equates to one year of experience
