We are seeking multiple Program Analysts (Levels I, II, III) to support the analysis, evaluation, and performance oversight of capital access programs. This role will contribute to projects that assess program effectiveness, workload, financial and operational performance, and outcomes, providing insights that support program management, oversight, and decision-making.

The ideal candidate will be comfortable working with quantitative and qualitative data, coordinating multiple projects, developing performance measures, maintaining dashboards, and translating analysis into clear reports and presentations. 

What You'll Do
·       Analyze program performance, workload, effectiveness, and outcomes.
·       Collect, validate, and analyze data from multiple sources.
·       Develop and maintain KPIs, performance measures, dashboards, and scorecards.
·       Support program evaluations, cost-benefit analyses, and financial/operational reporting.
·       Identify trends, data gaps, risks, and performance issues.
·       Coordinate projects, milestones, dependencies, and deadlines.
·       Prepare analytical reports, presentations, charts, and recommendations.
·       Translate complex findings into clear, actionable information for management.
·       Develop performance strategies, including metrics, baselines, and targets.
·       Present findings and recommendations to stakeholders.
·       Collaborate across offices to resolve data issues and advance projects.
·       Identify opportunities to improve processes, reporting, and program performance.
·       Apply SBA, OCA, and OCRM policies, systems, and requirements.
·       Lead complex analyses and provide technical guidance based on experience.
 
Education and Experience Requirements 

• Bachelor's degree in public policy, public administration, business administration, economics, finance, statistics, data analytics, or a closely related field required.
• 5+ years supporting Federal Programs
• Collecting, organizing, validating, and analyzing quantitative and qualitative data.
• Developing or maintaining spreadsheets, dashboards, scorecards, performance measures, or other reporting tools.
• Conducting program, operational, financial, or performance analyses and developing meaningful findings and recommendations.
• Leading substantive analytical assignments or serving as the analytical lead on complex, cross-functional, or high-visibility initiatives, depending on experience level.
• Producing analysis and recommendations that support management, policy, resource, or program decisions.
• Working knowledge of program evaluation and performance measurement concepts, including logic models, KPIs, outputs, outcomes, indicators, baselines, and targets.
• Ability to conduct or support cost-benefit and cost-effectiveness analyses and clearly communicate assumptions and conclusions.
• Familiarity with federal government operations, financial programs, lending, capital access, or lender oversight is preferred.
