Summary

The DoW CIO is the Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary for information technology (IT), including national security systems (NSS) and information resources management (IRM). The DoD CIO is responsible for information and the DoD information environment, including command, control, and communications (C3), network operations, information systems, information assurance (IA), defensive cyber security, and positioning, navigation, and timing (PNT).

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. For more information on the Cyber Excepted Service Personnel System, click here

If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.

Incumbents typical work assignments may include the following:

• Serves as a senior advisor on Cyber Excepted Service (CES) staffing programs, policies, and workforce initiatives.
• Develops, interprets, and implements civilian personnel policies, procedures, and staffing guidance affecting CES programs.
• Provides expert consultation to senior leadership on workforce planning, recruitment strategies, legislative proposals, and personnel program requirements.
• Leads analyses of staffing authorities, regulations, and workforce initiatives to ensure compliance with applicable laws and policies.
• Develops training materials, executive briefings, reports, and guidance related to CES staffing programs, workforce initiatives, and RIF procedures.

• This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS/GG 14 level, if you fulfill the following qualification requirement: One year of qualifying experience equivalent to the next lower grade level (GS/GG 13) in the Federal service that demonstrates; 1) Experience providing expert recruitment and placement advisory services on complex federal civilian staffing programs, policies, and procedures, 2) Experience analyzing, interpreting, and developing staffing policies, regulations, and guidance related to civilian personnel management programs, AND 3) Experience advising senior leaders and stakeholders on workforce planning, staffing initiatives, organizational change, or workforce restructuring efforts, including Reduction in Force (RIF) activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.

Salary Setting Flexibilities: This position is part of the Department of Defense Cyber Excepted Service (CES) personnel system. While the standard published salary range reflects GG Steps 1 through 10, an extended pay range up to Step 12 may be available for exceptionally qualified candidates possessing critical skills for hard-to-fill cyber positions. Appointment above Step 10 is an exception to standard pay-setting policy and is strictly subject to final agency validation and authorization by the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) in conjunction with the DoD Chief Information Officer (DoD CIO).

Probationary Periods: New appointees in CES may be required to serve a 3 year probationary period.
