The APWU Health Plan is seeking a Senior Accountant to join our Finance and Administration Department. This position interprets and administers corporate accounting policies ensuring compliance with Generally Accepted Accounting Principles (GAAP), and Governmental policies, regulations and limitations.

Primary Accountabilities:

Assist with implementing and maintaining internal financial controls and procedures for Postal Reform with respective requirements, rules and regulations.

Lead and conduct the consolidation process for APWUHP monthly, quarterly and annual close and consolidation process. 

Analyze consolidated data and ensure proper accounting procedures have been followed for complex accounting areas.

Perform monthly, quarterly and year-end closing journal entries for Health Plan’s Postal Service Health Benefits Program (PSHB), eliminating and consolidation journal entries for the parent entity American Postal Workers Union Health Plan (APWUHP).

Ensure intercompany transactions are eliminated between the parent and subsidiary companies to avoid double counting and intercompany accounts reconcile.

Prepare variance reports, financial projections, financial statements and supporting schedules.

Manage the Health Plan’s Postal Service Health Benefits Program (PSHB) cash flow position including Letter of Credit drawdown (LOCA). 

Act as liaison to external audit team and facilitate annual audits for Postal Service Health Benefits Program (PSHB), Senior Management Pension Plan, Employee Pension Plan and Health and Welfare Trust. 

Facilitate annual Health Plan budget preparation and planning for Federal Employees Health Benefits Program (FEHB) and Postal Service Health Benefits Program (PSHB) entities. Operate within unit budget.

Monitor new hires, position changes and make budget adjustments throughout annual fiscal year for Federal Employees Health Benefits Program (FEHB) and Postal Service Health Benefits Program (PSHB) entities.

Investment accounting, reporting, compliance and performance review ensuring the integrity of investments are in conformity with GAAP.

Management reporting on a quarterly/ad hoc basis and assist with special projects requested by senior management to drive continuous improvement and efficiencies in financial reporting.

Perform reconciliations for Postal Service Health Benefits Program (PSHB).

Meet given objectives pertaining to cycle time, QA and productivity

Provide back up to Staff Accountant II and Senior Staff Accountant I and Finance Manager.

Adequately supervise, motivate and counsel direct reports.

Responsible for regulatory impact analysis.

Update standards and unit procedures on a timely basis and administer Plan personnel policies/CBA accurately and equitably.

Qualifications:

 

B.S. Degree in Accounting or Finance.

Professional certification as Certified Public Accountant preferred.

Minimum of 5to 8 years’ experience in accounting or audit position.

Working knowledge of the Federal Acquisition Regulations (FARS) and federal reporting requirements.

Must be capable of obtaining/maintaining government clearance through OPM.

Excellent analytical and time management skills.

Good verbal and written communication skills.

PC skills necessary and experience in the use of automated accounting systems preferred and working knowledge of Microsoft Office products.
