Assistant Bureau Director

California Franchise Tax Board

Job Description and Duties As the Assistant Bureau Director, you will play a critical role in the growth and success of our software development team with a focus on FTB's Case Management system and Taxpayer Folder systems used to support tax compliance workloads. Responsibilities include: Lead or direct complex enterprise-level projects to ensure they meet scope, are completed on time, and stay within budget. Oversee all phases of the software development lifecycle to ensure technical solutions meet or exceed operational needs. Foster an environment of professional growth by mentoring multiple software development teams. Collaborate with software development and cross‑functional teams to coordinate schedules, priorities, project activities, initiatives, and customer needs. Support FTB's leadership team with strategic planning so the Bureau continues to meet evolving business needs and expectations. Drive impactful and innovative technology solutions contributing to FTB's ongoing success. Desirable Qualifications Proven skill in establishing and maintaining strong partnerships with executive leadership, business stakeholders, and technology partners to align IT strategies with organizational objectives. Experience planning and coordinating complex, cross‑functional workloads, ensuring tasks are completed accurately and on time. Demonstrated experience identifying, mitigating, and managing risks to ensure project deliverables are met within budget and schedule constraints. Leadership experience fostering a collaborative and innovative team culture, mentoring diverse staff, and promoting an inclusive environment that values diverse perspectives. Ability to translate complex technical concepts into clear, actionable information for executives, business partners, technical teams, and vendors. Applied knowledge of software development and architectural best practices related to security, accessibility, reliability, scalability, and performance. Strategic and innovative thinking, with a history of adopting and implementing emerging technologies and supporting teams through organizational change. Effective change agent experience, adapting leadership styles to meet evolving situations and guiding staff through change. Proactive approach to staying current with industry trends and their relevance to FTB’s strategic goals. Strong decision‑making and negotiation skills, with the ability to develop solutions and make concessions that support broader division and enterprise goals. Involvement in a diversity of activities, program areas, and positions that provide a broader perspective of the department/enterprise. Demonstrated performance encouraging positive relationships, high job satisfaction, and supportive teamwork.
