Assistant Director
City-of-Sacrament
With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The Community Development Department (CDD) is seeking an experienced leader as the Assistant Director to support the Director in the management and strategic direction of the department. The Assistant Director will focus on the administrative operations and programs within CDD overseeing the five divisions: Administrative Services, Animal Care Services, Building, Code Compliance, Planning. Ideal Candidate Highly experienced in financial planning, budgeting, strategic decision‑making, and local government personnel practices. Demonstrates a commitment to exceptional customer service and creative problem‑solving. Excellent communication skills, aptitude for delivering thoughtful responses on sensitive matters to internal and external stakeholders. Strong interpersonal skills, inclusive workplace focus, reliable and responsive service, continuous improvement mindset. Responsibilities The Assistant Director assists the department director in managing operations, interfaces with City officials, boards, city council and other agencies, monitors efficiency, ensures adherence to plans and standards, reviews project activities, creates and implements policies, decides on citywide impact, designs and establishes outcome measures and customer service processes. Plan, organize, manage, lead, and evaluate overall operations. Meet with department director, division managers and key staff to discuss priorities and resource management. Develop priorities, approach, and strategies for organizational improvement initiatives, develop, plan, and implement department goals. Direct the provision of services that implement and enforce state laws and local ordinances/codes pertaining to the field of the department. Review legislation and assure compliance with laws, regulations, statutes, and codes. Select, assign, train, direct, and evaluate subordinate staff. Provide consultation and oversight to the department's strategic planning efforts. Negotiate, arbitrage, and resolve program, project, and policy issues with other departments and stakeholders. Attend City Council meetings; coordinate activities with City Officials and other agencies; participate on committees and boards and in community activities. Analyze fiscal data to identify and project resource needs; recommend needed resources. Prepare complex statistical and narrative program reports, correspondence and documents. Direct the provision of services to safeguard the interest of the general public. Knowledge of Federal, state, and local laws, standards, regulations, and policies pertaining to departmental operations. Technology and its application to efficient city operations. Principles of supervision, organization and administration. Budget preparation and administration. Skills Strategic organizational planning and management. Public speaking and meeting facilitation. Leadership and mediation. Abilities Plan, direct, and supervise division operations and activities. Analyze facts and exercise sound judgment in decision‑making. Communicate effectively both orally and in writing. Assimilate and integrate concerns, needs and desires of citizens, neighborhood associations, the development industry and other city management. Establish and maintain effective working relationships with the general public, co‑workers, elected and appointed officials and members of diverse cultural backgrounds. Experience & Education
- Seven years of progressively responsible professional administrative and analytical experience in municipal government, including five years of project management and supervision.
- Bachelor's degree in public or business administration, political science, economics, urban or regional planning, engineering or related field. Master’s degree desirable.
- Additional qualifying experience may be substituted for the required education on a year‑for‑year basis.
