Position Description:The Project Engineer executes specialized water resources assignments and projects from initial planning through final delivery, with a strong focus on technical accuracy, regulatory compliance, quality, and on-time completion. This role offers clear project ownership, defined responsibilities, and the opportunity to build expertise while representing municipal authority clients, contributing in public meetings, collaborating with project teams, and providing direction to junior staff. Essential Functions & Responsibilities:Plan, design, and manage capital improvement projects from start to finish, maintaining a high standard of technical quality, accuracy, and schedule disciplinePrepare thorough and accurate Federal and State regulatory permit applications and plans in accordance with established requirementsDevelop complete, well-coordinated bid documents, including detailed plans and specificationsConduct site investigations, construction observation, and field reconnaissance; document findings clearly and follow issues through resolutionReview private development plans carefully for compliance with applicable authority water and sewer standards, policies, and proceduresPrioritize and manage multiple client assignments and projects with organized planning, dependable follow-through, and timely completionIdentify opportunities to introduce clients to relevant professional services across disciplines and office locations while preserving trusted relationshipsSupport the Project Manager in establishing and maintaining professional, responsive relationships with clients, subcontractors, public officials, and other project stakeholdersAttend and contribute clear, factual technical information at public meetings, including Authority Board, Planning Commission, and Board of Supervisors meetings Essential Qualifications:Bachelor 's Degree in Civil or Environmental Engineering, or related areaRegistered Professional Engineer in Pennsylvania Desired Qualifications:4+ years of experience in water resource engineering including planning, investigations, compliance, reporting, and design of conveyance and distribution systems and treatment facilities Essential Knowledge, Skills & Abilities:Project management experience, including organizing detailed technical work, managing defined deliverables, and following assignments through completionExperience coordinating or directing support staff, setting clear expectations, and monitoring follow-through on delegated workHighly organized and detail-oriented, with a strong commitment to quality and completing work correctly and on timeDemonstration of sound judgment, candor, and the highest degree of ethical behavior while preserving the integrity of quality standards, policies, and proceduresExceptional oral and written communication skills, with the ability to prepare precise letters and complex reports and present technical information in a clear, factual, sincere, and professional mannerPossess knowledge of the public water and wastewater system design, planning, and regulatory processAbility to interact with Federal, State & Local government agencies and officialsAbility to work independently on clearly defined responsibilities while contributing cooperatively and dependably as part of a project teamAbility to gather relevant information, apply established guidelines, and exercise confident independent judgment within the individual's area of technical expertiseAbility to analyze complex problems carefully, collaborate with others, evaluate practical alternatives, and recommend well-supported solutionsProficiency in Microsoft Suite, AutoCAD (preferably Civil 3D) and hydraulics/hydrology software Essential Position Requirements:Occasional regional travel requiredAbility to work additional and/or nonstandard office hours, as required Physical Demands:These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of this job. Work Environment: Work is generally performed within an office environment where the noise level is usually quiet to moderate. When work is performed outdoors on construction sites, conditions may vary by client and facility. Adherence to all health and safety requirements within the office, on construction sites and detailed within our Health & Safety Manual is imperative.
