Local Account Manager

Job Description Serve as Abacus' dedicated account manager for regular communication, service delivery monitoring, and problem resolution with the City and all Using Agencies.
Receive and acknowledge email staffing requests from Using Agencies, with the DPS Contract Administrator copied, and confirm assignment requirements.
Coordinate candidate submittals and support Using Agency interviews and selection.
Prepare PDF assignment quotes with all required fields: date, contract number, candidate name and title, start date, pay rate, bill rate, hours ordered, and duties summary.
Validate that bill rates conform to Attachment K pay ranges and not-to-exceed markups.
Track each assignment through ERP requisition and PO issuance before the candidate starts work.
Submit background check verification to the City's HR Background Check Coordinator at least 3 business days before the start date, or submit a written exception request.
Confirm drug screening per the requesting agency's location, method, and scope.
Ensure Temporary Staff are ready to work within the agreed timeframe, typically within 10 business days.
Prioritize urgent and emergency requests, including after-hours, weekend, and declared-emergency staffing.
Provide 7 calendar days' written notice when Temporary Staff cannot complete an assignment.
Remove deficient Temporary Staff within 24 hours of City notice and provide a replacement within 7 calendar days.
ddress conduct issues and take immediate corrective action on City misconduct reports.
rrange parking before onboarding and coordinate badges, NDAs, and City-provided equipment and PPE.
Oversee weekly electronic timesheet approval and accurate billing of overtime, weekend, and holiday hours.
Manage offboarding: return of City property, exit interviews, and end-of-assignment evaluations.
dminister temp-to-hire conversions under the proposed conversion fee structure.
Deliver the monthly utilization report by the 15th of each month and the annual summary report on fulfillment and service metrics.
Support compliant invoicing and semiannual cooperative-use reporting.
Coordinate incumbent staff transitions with the City and other contractors as needed. Skill set info Public-sector account management under multi-department, PO-based master contracts.
Full-cycle staffing operations, from requisition through offboarding.
Rapid-response and emergency staffing coordination.
Bill rate, pay rate, and markup administration.
Background screening, drug testing, and FCRA compliance.
Employee relations, corrective action, and replacement management.
Timekeeping, payroll coordination, and FLSA overtime rules.

Strong written and verbal communication with prompt responsiveness.
Staffing experience in maintenance and skilled trades, administrative, financial, and business analysis roles, the City's highest-volume categories.
Working knowledge of Virginia employment law and municipal procurement processes.
Proficiency with ATS and timekeeping platforms, advanced Excel, Word and PDF tools, and Outlook and Teams.
Residence in the Richmond, VA metropolitan area, with availability for on-site meetings at City Hall and Using Agency worksites.
vailability during City core hours (8:00 a.m.-5:00 p.m., Monday-Friday), with escalation coverage for evening, weekend, and emergency requests.
Valid driver's license and reliable transportation. Education Bachelor's degree in Business Administration, Human Resources, Public Administration, Management, or a related field. Certifications (preferred not mandatory) Certified Staffing Professional (CSP), American Staffing Association.
SHRM-CP or SHRM-SCP, or PHR or SPHR (HRCI).
