The analyst will independently evaluate program and installation information, assess issues and dependencies, maintain management products, coordinate with stakeholders, and develop recommendations for Government review.This role is primarily analytical and programmatic. It connects acquisition, engineering, logistics, field activities, installation teams, and Fleet stakeholders so that capabilities are planned, documented, scheduled, and fielded in accordance with applicable Navy and DoD requirements.Position LevelProvides experienced analytical and coordination support for assignments of moderate complexity with limited day‑to‑day direction. Independently reviews and reconciles information, maintains plans and management products, coordinates with stakeholders, evaluates impacts and dependencies, and develops recommendations or proposed courses of action for Government review. May support the coordination or quality review of work performed by other team members, as assigned.Responsibilities• Independently collect, validate, reconcile, organize, and analyze quantitative and qualitative information from program offices, installation teams, databases, schedules, reports, technical documentation, and stakeholder interviews.• Assess installation and modernization issues of moderate complexity; identify root causes, dependencies, constraints, and impacts to cost, schedule, performance, readiness, and fielding objectives.• Support advanced planning and installation execution for afloat, submarine, shore, and/or enterprise information systems, as assigned.• Develop and maintain installation plans, integrated schedules, milestone trackers, fielding plans, action‑item logs, risk registers, dashboards, status reports, and other assigned management products.• Track deliverable development, submission, review, approval, and closure; identify late or at‑risk milestones and develop proposed recovery or mitigation actions for review.• Coordinate assigned activities with Government program managers, engineers, logisticians, field activities, Fleet representatives, ship/platform stakeholders, vendors, and other installation participants.• Review policies, processes, standards, and technical or programmatic requirements; document compliance gaps, implementation concerns, and recommended corrective actions.• Analyze installation costs, estimates, expenditures, resource requirements, schedule performance, and readiness data; support validation of funding needs and alignment to approved plans.• Prepare clear written analyses, decision briefs, meeting materials, data‑call responses, presentations, and recommendations for Government review; present findings when assigned.• Support process improvement by documenting workflows, evaluating alternatives, developing analytical approaches, and assisting with implementation of approved recommendations.• Perform quality reviews of assigned data and work products, promote consistency across management products, and provide task‑level guidance to other team members when assigned.• Enter, update, reconcile, and quality‑check installation information in Government‑approved systems, databases, and collaboration tools.• Perform other related program analysis and installation management duties as assigned.Required Qualifications• Bachelor’s degree in a business or technical field with a minimum of seven (7) years of relevant experience.• Ability to independently manage assignments of moderate complexity, reconcile incomplete or conflicting information, identify central issues and dependencies, evaluate alternatives, and present defensible recommendations.• Strong written and oral communication skills, including reports, briefings, meeting facilitation, stakeholder coordination, and communication with Government customers.• Proficiency with the Microsoft 365 productivity and collaboration environment, including Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneDrive, and Access, with the ability to efficiently create, manage, analyze, communicate, and maintain information in support of program and installation requirements.• Basic familiarity with Microsoft Power Platform tools, including Power BI, Power Apps, and Power Automate, with the ability to navigate and use existing reports, dashboards, applications, and automated workflows as applicable.• Strong organization, attention to detail, records discipline, and ability to manage concurrent priorities, deliverables, and deadlines with limited day‑to‑day direction.• Ability to work independently and collaboratively in a Government‑contractor team environment and provide task‑level coordination or quality review when assigned.• Ability to obtain and maintain the clearance, credentials, and system access required by the contract.Preferred Qualifications• Experience supporting NAVWAR, NIWC Pacific, PEO C4I, NAVSEA, Fleet Readiness Directorate activities, Navy program offices, or comparable DoD organizations.• Working knowledge of Navy C4I modernization, advanced planning, installation execution, Synchronized Fielding Plans, configuration management, systems fielding, and Fleet readiness processes.• Experience applying NAVWAR installation process guidance, NAVSEA technical requirements, OPNAV instructions, the Joint Fleet Maintenance Manual, or related policy.• Experience with Government installation‑planning or modernization tools such as CAPS, SPIDER, NDE, NTIRA, Installation Milestone Tracker, or successor systems.• Experience developing or maintaining integrated schedules, risk registers, cost estimates, Baseline Change Requests, metrics, dashboards, process maps, or controlled program documentation.• Experience coordinating across multiple technical, programmatic, logistics, field, and Fleet stakeholders.• Active DoD Secret security clearance is preferred.Additional Skills & Competencies• Independent analytical problem‑solving and sound judgment• Program, schedule, risk, cost, readiness, and performance analysis• Installation planning, execution support, and stakeholder coordination• Quantitative analysis, data reconciliation, and spreadsheet modeling• Microsoft 365 proficiency and basic familiarity with existing Power Platform solutions• Technical and executive writing, briefing development, and oral presentation• Process mapping, alternatives analysis, and continuous improvement• Work‑product quality review and task‑level coordination• Data quality, documentation, records, and configuration discipline$90K+ to align with education and experience.Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
