Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Office Directorate, located in Tucson, AZ. Responsibilities In this position, you will serve as an expert in acquisition and lifecycle logistics, developing and evaluating policies, conducting complex program analyses, and advising senior leadership on CBP wide sustainment strategies and resource decisions. The position leads high visibility studies, develops product support strategies, and coordinates enterprise initiatives to optimize system performance and reduce lifecycle costs. This role directly enhances the agency's ability to sustain critical operational capabilities and protect the homeland effectively and efficiently. As a Management and Program Analyst, you will serve as a senior expert in acquisition and lifecycle logistics, developing and evaluating policies and complex analyses to guide leadership decisions that optimize CBP wide system performance and reduce lifecycle costs. Typical duties will include: Serving as an analyst in all aspects of logistics policy and procedure for acquisition, deployment, and sustainment activities. Planning, developing and coordinating, delivering briefings, presentations, and conferences for senior leadership. Performing analysis, review of CBP major, non-major acquisition programs, and their related documentation. Taking or recommending actions to achieve program objectives and suggesting future objectives and improvements. Providing technical assistance and direct support to PMO or acquisition staff in all matters relating to the application of acquisition planning, execution, and oversight. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading the development, analysis, and implementation of lifecycle logistics or product support policies for major acquisition programs (e.g., programs with multi year funding and/or multi million dollar budgets), including preparing policy documents, guidance, or directives adopted at the component or agency level; Conducting complex qualitative and quantitative analyses of Acquisition Decision Event (ADE) documentation, Life Cycle Cost Estimates (LCCE), and other program data to assess sustainment strategies, identify risks, and recommend changes that improved readiness or reduced lifecycle costs; Planning and executing enterprise level program reviews (e.g., Portfolio Reviews, Program Support Reviews), including defining evaluation criteria, developing performance metrics, briefing senior leadership, and tracking implementation of resulting recommendations; Applying Planning, Programming, Budgeting, and Execution (PPBE) or equivalent processes to align logistics and sustainment requirements with available resources, including preparing or reviewing budget justifications, cost projections, and trade off analyses to avoid fraud, waste, and abuse; Serving as a recognized technical advisor to senior leaders or program managers on integrated logistics support (ILS) or lifecycle logistics, including developing Statements of Work (SOW), independent Government cost estimates, and oversight of contractor performance for logistics support contracts.
